PALM BEACH COUNTY
DEPARTMENT OF HOUSING & COMMUNITY DEVELOPMENT
NEIGHBORHOOD STABILIZATION PROGRAM 3 (NSP-3)

Palm Beach County Housing and Community Development (HCD) proposes to amend its Action Plan for FY 2010-2011 as follows:

Proposed Fifth (5th) Amendment to FY 2010-2011 Action Plan

On July 21, 2010, The United States Congress allocated $1 billion nationwide under Section 1497 of the Wall Street Reform and Consumer Protection Act of 2010 (Public Law 111-203 aka the Dodd-Frank Act) to be used to stabilize neighborhoods whose viability has been, and continues to be, damaged by the economic effects of properties that have been foreclosed upon and abandoned. Through the Act’s Neighborhood Stabilization Program-3 (NSP-3) appropriation, a total of $11,264,172 has been allocated to Palm Beach County.  In order for the County to obtain these funds, it must prepare an Amendment to its FY 2010-2011 Action Plan and submit an application to the U.S. Department of Housing and Urban Development (HUD) no later than March 1, 2011.

NSP-3 Requirements
HUD requires that NSP-3 funds be directed toward areas of greatest need in the County.  In order to determine those areas, HUD created a formula which provides a foreclosure related needs score at the Census Tract level.  In accordance with NSP-3 requirements for the State of Florida, the areas of greatest need must have an individual or average combined score that is not less than 17.  The proposed areas of greatest need within Palm Beach County are as follow:

Average Needs Score for All Areas of Greatest Need

Palm Beach County will require that any NSP-3 funded activity be located in one of the above areas of greatest need.

The Amendment will include the following activities: 

  1. First and Second Mortgage Homebuyer Assistance Program: This program will provide direct financial assistance to home buying households with incomes no greater than 120% AMI, to purchase foreclosed or abandoned residential properties for owner occupancy.  This program will be implemented by HCD’s Mortgage and Housing Assistance Section (MHA).  Proposed funding amount--$7,321,712.
  2. Palm Beach County Housing Authority Acquisition and Rehabilitation: This activity will provide funds to the Palm Beach County Housing Authority to acquire and/or rehabilitate foreclosed properties as affordable rental housing for eligible NSP-3 beneficiaries.  This activity will be located in the Glades Area of Palm Beach County and will be targeted to households earning less than 50% AMI.  This activity will contribute to the NSP-3 25% very-low income set-aside requirement.  Proposed funding amount -$1,408,021.50.
  3. Pahokee Housing Authority Rental Redevelopment:  This activity will provide funds to the Pahokee Housing Authority to redevelop vacant properties as affordable rental housing for eligible NSP-3 beneficiaries. This activity will be located in the Glades Area of Palm Beach County and will be targeted to households earning less than 50% AMI.  This activity will contribute to the NSP-3 25% very-low income set-aside requirement.   Proposed funding amount - $1,408,021.50   
  4. General Administration and Program Planning Costs: HCD proposes to utilize $1,126,417 to plan and implement the NSP-3 Program over a period of 3 years.

No less than 50% of NSP-3 funds must be expended within two (2) years of the date of the grant agreement with HUD, and 100% of NSP-3 funds must be expended in three (3) years.

A Board of County Commissioners (BCC) public meeting was held on January 11, 2011 to discuss the proposed NSP-3 activities and authorize HCD to amend its FY 2010-2015 Consolidated Plan and FY 2010-2011 Action Plan to submit an application to HUD under the NSP-3 Program.  The Draft NSP-3 Application is available for review on this website and at HCD’s office. Written comments on the proposed amendment and application will be accepted by HCD at 100 Australian Avenue, Suite 500, West Palm Beach, FL 33406, until February 21, 2011.
