2.A. Proposed Text and Map Series Amendments

This
proposed housekeeping amendment will modify the Intergovernmental
Coordination Element (ICE) to add language to refer to the Interlocal Service
Boundary Agreement adopted by the County and the Village of Palm Springs in
2008. Chapter 171.203(9), F.S.,
requires each local government that is a party to the interlocal service
boundary agreement to amend the ICE of its comprehensive plan. |

unanimous 12-0 vote at the March 25th public hearing. There was minimal discussion. A representative from the Village of Palm
Springs spoke in support. |

hearing. There was minimal discussion
and no public comment. |

State Comments: The Department of
Community Affairs issued a letter on May 27th stating there were
no objections or comments regarding this amendment. |

This proposed
amendment will modify the Future Land Use (FLU) Element to revise the Urban
Redevelopment Area policies in Sub-Objective 1.2.2 in order to clarify and
add flexibility to the existing regulations, including: ·
Allow an exception to the two story height minimum in
the Urban Infill FLU; ·
Eliminate Specialized Districts and replace with
Alternative Standards; and ·
Delete regulations that will be relocated to the ULDC. |

unanimous 12-0 vote at the March 25th Public Hearing. One
member of the public representing an owner of property within the URA spoke
in favor of the amendment, but cited that additional flexibility may be
warranted. |

Transmit as modified at the LPA hearing,
motion passed in a unanimous 6-0 vote (with Comm. Aaronson absent) at the
March 28th public hearing. The Board
discussed the public outreach efforts and the importance of the drainage
study. There was no public comment. |

Two representatives of the Lake Worth Road Coalition Inc. spoke in
support and a letter was submitted in support. |

amendment proposed by the Engineering Department will modify Transportation
Element Policy 1.9-b to indicate that bicycle, pedestrian, and bus transit
facilities in the plans for all major roadway construction and reconstruction
projects be provided only where deemed practical by the County Engineer, to
account for the occasional limiting circumstances. |

The Planning Commission comments focused on the concerns of BGPAC, and
suggested that County’s Staff meet with them to try to address their
concerns. MPO staff spoke on behalf of
the Bicycle/Greenways/Pedestrian Advisory Committee (BGPAC) suggesting some
revisions to the report and submitted a memo dated June 10th. One member of the public spoke supporting
bicycling within the County and expressed a concern that the amendment would
limit communication between the County and bicycle advocacy groups. |

This proposed
amendment will revise the Boynton Beach Transportation Concurrency Exception
Area (TCEA) at the request of the City of Boynton Beach to modify mitigation
conditions regarding trolley service. |

There was minimal discussion.
One member of the public representing King’s Pointe spoke with concern
regarding amendment, stating that there would be a problem with obtaining ROW
from King’s Pointe and that a noise wall would be needed on the south side of
Atlantic Avenue. Staff indicated that
FDOT will hold public meetings to address the concerns of the residents in
the area. |
