2.         PUBLIC HEARING - AMENDMENT ROUND 11-1 ADOPTION

 

2.A.     Proposed Text and Map Series Amendments

ISBA

Palm Springs

This proposed housekeeping amendment will modify the Intergovernmental Coordination Element (ICE) to add language to refer to the Interlocal Service Boundary Agreement adopted by the County and the Village of Palm Springs in 2008.  Chapter 171.203(9), F.S., requires each local government that is a party to the interlocal service boundary agreement to amend the ICE of its comprehensive plan.

Staff Recommendation:  Approval - Adopt

LPA Recommendation:  Approval passed in a unanimous 12-0 vote at the March 25th public hearing.  There was minimal discussion.  A representative from the Village of Palm Springs spoke in support.

BCC Transmittal Action:  Transmit, motion passed in a unanimous 6-0 vote (with Comm. Aaronson absent) at the March 28th public hearing.  There was minimal discussion and no public comment.

State Comments:  The Department of Community Affairs issued a letter on May 27th stating there were no objections or comments regarding this amendment.

2.A.2

 

URA Revisions

This proposed amendment will modify the Future Land Use (FLU) Element to revise the Urban Redevelopment Area policies in Sub-Objective 1.2.2 in order to clarify and add flexibility to the existing regulations, including:

·         Allow an exception to the two story height minimum in the Urban Infill FLU;

·         Eliminate Specialized Districts and replace with Alternative Standards; and

·         Delete regulations that will be relocated to the ULDC.

Staff Recommendation:  Approval - Adopt

LPA Recommendation:  Approval as modified at the hearing passed in a unanimous 12-0 vote at the March 25th Public Hearing.  One member of the public representing an owner of property within the URA spoke in favor of the amendment, but cited that additional flexibility may be warranted. 

BCC Transmittal Action:  Transmit as modified at the LPA hearing, motion passed in a unanimous 6-0 vote (with Comm. Aaronson absent) at the March 28th public hearing.  The Board discussed the public outreach efforts and the importance of the drainage study.  There was no public comment.

State Comments:  The Department of Community Affairs issued a letter on May 27th stating there were no objections or comments regarding this amendment.

To adopt an ordinance amending the Comprehensive Plan for the Palm Springs ISBA and the URA Revisions amendments.

RRIO Boundaries

This proposed amendment will revise the following element and map to modify the Redevelopment, Revitalization and Infill Overlay (RRIO) due to changes to the Countywide Community Revitalization Team (CCRT) areas based on the approved CCRT Area Reassessment Study:

·         Future Land Use Element, to revise the number of CCRT areas

·         Managed Growth Tier System Map, LU 1.1, to revise the RRIO boundaries

Staff Recommendation:  Approval – Transmit

LPA Recommendation:  Approval, passed in a 7-0 vote at the June 10th Hearing.  There was minimal discussion and no public comment.

3.A.2

 

Coastal High Hazard Area

This proposed amendment will modify the following elements and maps for consistency with the State’s new Coastal High Hazard Area (CHHA) definition as required per Chapter 163.3178 (9)(c), F.S.:

·         Introduction and Administration Element, to revise the CHHA definition

·         Coastal Management Element, to reflect the new definition

·         CHHA Map, CM 2.1, to reflect the revised CHHA boundaries

Staff Recommendation:  Approval - Transmit

LPA Recommendation:  Approval, passed in an 8-0 vote at the June 10th Hearing.  There was minimal discussion and no public comment.

 

3.B.     Privately Initiated Future Land Use Atlas Amendment

Staff Recommendation:  Denial – Do not Transmit

LPA Recommendation:  Approval, passed in an 8-1 vote, with Mr. Shannon dissenting, at the June 10th Hearing.  The Planning Commission discussed the definition of workforce housing, consistency with the neighborhood plan, Policy 2.4-b, and Neighborhood Plans.  Two representatives of the Lake Worth Road Coalition Inc. spoke in support and a letter was submitted in support.


3.C.     Proposed Transportation Related Amendments

Alternative Facilities

This amendment proposed by the Engineering Department will modify Transportation Element Policy 1.9-b to indicate that bicycle, pedestrian, and bus transit facilities in the plans for all major roadway construction and reconstruction projects be provided only where deemed practical by the County Engineer, to account for the occasional limiting circumstances. 

Staff Recommendation:  Approval - Transmit

LPA Recommendation:  Approval, passed in a 9-0 vote at the June 10th Hearing.  The Planning Commission comments focused on the concerns of BGPAC, and suggested that County’s Staff meet with them to try to address their concerns.  MPO staff spoke on behalf of the Bicycle/Greenways/Pedestrian Advisory Committee (BGPAC) suggesting some revisions to the report and submitted a memo dated June 10th.  One member of the public spoke supporting bicycling within the County and expressed a concern that the amendment would limit communication between the County and bicycle advocacy groups.

Boynton Beach TCEA

This proposed amendment will revise the Boynton Beach Transportation Concurrency Exception Area (TCEA) at the request of the City of Boynton Beach to modify mitigation conditions regarding trolley service.

LPA Recommendation:  Approval, passed in a 9-0 vote at the June 10th Hearing.  There was minimal discussion and no public comment.

West Palm Beach TCEA

This proposed amendment will modify the Transportation Element to revise provisions for the West Palm Beach Downtown Traffic Concurrency Exception Area (TCEA) in Policy 1.2-m to reconcile inconsistencies in the County’s and City’s comprehensive plans regarding allowable development building areas.

Staff Recommendation:  Approval - Transmit

LPA Recommendation:  Approval, passed in a 9-0 vote at the June 10th Hearing.  There was minimal discussion and no public comment.

CRALLS Update

This proposed amendment will modify the procedure for converting Constrained Roadways at Lower Level of Service (CRALLS) facilities to peak hour, peak direction numbers, and will revise or delete several CRALLS facilities to account for changed conditions.  The TCEA and CRALLS Map, TE 15.1, will be revised to eliminate the deleted CRALLS.

LPA Recommendation:  Approval, passed in a 9-0 vote at the June 10th Hearing.  There was minimal discussion and no public comment.

I-95/Spanish River TIM & 2020 Map

This proposed amendment will modify the 2020 Roadway at Number of Lanes Map for consistency with the MPO 2035 Cost Feasible Plan and to modify the Thoroughfare Right of Way Identification Map (TIM) as follows:

·         I-95 and Spanish River Boulevard, to add a new interchange

Staff Recommendation:  Approval - Transmit

LPA Recommendation:  Approval, passed in a 9-0 vote at the June 10th Hearing.  There was minimal discussion and no public comment.

Stribling Way TIM & 2020 Map

This proposed amendment will modify the 2020 Roadway at Number of Lanes Map to reflect existing conditions or for consistency with the MPO 2035 Cost Feasible Plan and to modify the Thoroughfare Right of Way Identification Map (TIM) to revise as follows:

·           Stribling Way from Forest Hill Boulevard to SR 7, to add as a 2-lane segment on the 2020 Map

·           Stribling Way from SR 7 to Lyons Road, as a 4-lane segment on the 2020 Map

·           Stribling Way from Forest Hill Blvd to Lyons Rd, to add as an 80 foot right of way on the TIM Map

Staff Recommendation:  Approval - Transmit

LPA Recommendation:  Approval, passed in a 9-0 vote at the June 10th Hearing.  There was minimal discussion and no public comment.

Atlantic Avenue 2020 Map

This proposed amendment will modify the Future 2020 Roadway at Number of Lanes Map for consistency with the MPO 2035 Cost Feasible Plan as follows:

·           West Atlantic Avenue from Hagen Ranch Road to Jog Road, to increase from 4 to 6 lanes

Staff Recommendation:  Approval - Transmit

LPA Recommendation:  Approval, passed in a 9-0 vote at the June 10th Hearing.  There was minimal discussion.  One member of the public representing King’s Pointe spoke with concern regarding amendment, stating that there would be a problem with obtaining ROW from King’s Pointe and that a noise wall would be needed on the south side of Atlantic Avenue.  Staff indicated that FDOT will hold public meetings to address the concerns of the residents in the area.

Old Dixie Highway 2020 Map

This proposed amendment will modify the 2020 Roadway at Number of Lanes Map for consistency with the MPO 2035 Cost Feasible Plan to revise as follows:

·           Old Dixie Highway from Yamato Road to Lindell Boulevard, to reduce from 4 to 2 lanes

Staff Recommendation:  Approval - Transmit

LPA Recommendation:  Approval, passed in a 9-0 vote at the June 10th Hearing.  There was minimal discussion and no public comment.

Australian Avenue TIM

This proposed amendment will modify the Thoroughfare Right of Way Identification Map (TIM) as follows:

·           Australian Avenue Extension from Blue Heron Boulevard to Dixie Highway, to remove the right of way

Staff Recommendation:  Approval - Transmit

LPA Recommendation:  Approval, passed in a 9-0 vote at the June 10th Hearing.  There was minimal discussion and no public comment.
