On February 17, 2004, the Board of County Commissioners (BCC) directed Staff to proceed with the revitalization, redevelopment, and infill (RRI) recommendations described in the Infill and Redevelopment Study. The study represented the 1st step in preparing a comprehensive redevelopment strategy to induce revitalization, redevelopment, and infill in the Urban/Suburban Tier of Unincorporated Palm Beach County. The study provided a comprehensive analysis of vacant and underutilized land available for development within the Urban/Suburban Tier of Unincorporated Palm Beach County and provided recommendations regarding infill availability and redevelopment potential. The study put forward the following overall redevelopment strategy and implementation strategy:

Overall Redevelopment Strategy
- Provide and enhance viable development opportunities to discourage further westward expansion.
- Provide a variety of housing options for persons and families of all income ranges.
- Support existing Comprehensive Plan and Managed Growth Tier System efforts for sustainable urban development.
- Fully utilize existing infrastructure facilities and services.
- Attract new residents, businesses and services to improve the quality of life for current population in the “core” area.
- Overall Redevelopment Strategy
- Designate “core” area as an Urban Redevelopment Area pursuant to Florida Statute.
- Work with relevant County staff to identify capital improvement needs for the Urban Redevelopment Area.
- Develop pilot program areas within the Urban Redevelopment Area for specific study.
- Enhance existing land development regulations to recognize urban development requirements.
Based on the findings of the study, the BCC directed County staff to implement these recommendations.
