Planning Section
The Current Planning
Section has primary responsibility for the implementation of
the Comprehensive Plan through the development review process.
The Current Planning Section reviews development
proposals for consistency with Comprehensive Plan policies, and
encourages good urban design.
The section also processes Comprehensive Plan amendments
for property-owners seeking a different land use designation.
The Section coordinates the activities of the Land Use
Advisory Board, which provides recommendations on planning
matters to the Board of County Commissioners.
The Current Planning Section also implements several
neighborhood plans developed in conjunction with neighborhood
representatives and formally recognized by the Board of County
Commissioners (BCC). These plans are used by the BCC when making land-use or other long-range decisions affecting the plan areas.
Comprehensive
Planning Section
The Comprehensive Planning
Section is responsible for the maintenance and update of the
Comprehensive Plan. This
is accomplished through annual monitoring of plan
implementation, and processing of amendments to revise and
update the plan as needed.
This section also reviews proposed land development
regulations for consistency with the Comprehensive Plan.
The Comprehensive Planning section also directly
implements several Comprehensive Plan directives.
These include administration of the Voluntary Density
Bonus and Special Traffic Methodologies programs for provision
of affordable housing, the establishment of the School Concurrency Program, and the
coordination of transportation planning issues with the County Engineering
Department, the Metropolitan Planning Organization, and other
entities. The
Comprehensive Planning Section also administers the Historic
Preservation program, including processing designation
applications for consideration by the Historic Resources Review
Board and the Board of County Commissioners.
The Comprehensive Planning
Section has responsibility for carrying out projects with a
long-range planning horizon.
Currently, one of the main projects being undertaken in
the section is development of the Sector Plan.
This regional comprehensive planning project, addressing
approximately 57,000 acres in central western Palm Beach
County, involves the creation of a sector plan (Conceptual Plan
Overlay) under the first agreement executed by a local
government with the Florida Department of Community Affairs
pursuant to Section 163.3245, Florida Statutes, Optional Sector
Plans. As
implementation of the Managed Growth Tier System, the sector
planning effort is to address the impacts of the growth
associated with the established development pattern
(predominately grand fathered subdivisions) and to plan for the
future of the region. The Sector Plan will address the needs of
and the increasing demands on services, infrastructure, and the
environment (i.e., parks, schools, transportation network,
water resources and management, environmental resources and
natural systems, and employment/economic opportunities).
The Comprehensive Planning Section is also developing a linked open space program, which will connect greenways, trails, open space, acquired environmentally sensitive lands, and county, regional, and state natural features throughout Palm Beach County.
Intergovernmental
Section
Annexation coordination is an important function of the
Intergovernmental Section. This function includes review
of annexations and land use plan changes proposed by other
local governments. The Data Section has
primary responsibility for collecting and developing data
resources related to population demographics and development
activity. These databases are used to answer public and agency
inquiries about the County, as well as in the preparation of
studies and projects. The
Data Section also works closely with the Department’s
Geographic Information Systems Section of Administration for
the mapping and analysis of these data resources.
Finally, the Data Section uses these data resources to
disperse the Countywide population projections developed by the
University of Florida Bureau of Economic and Business Research.
