​At the August 15, 2017, Board of County Commissioners meeting, the board took the following action:

PACE – adopted a series of resolutions and associated agreements with four separate providers to administer the Property Assessed Clean Energy (PACE) program: Renovate America Inc. as an administrator of the Florida Resiliency and Energy District; Renew Financial Group LLC as administrator of the Florida Green Financing Authority; CounterPoint Energy Solutions LLL as an administrator of the Florida PACE Funding Agency; and Ygrene Energy Fund Florida LLC as administrator of the Green Corridor PACE District.
 
Flood maps – approved on preliminary reading and to advertise for public hearing on September 12 amendments to the Florida Building Code to resolve a conflict with pending revisions to the Flood Damage Prevention section of the county’s Unified Land Development Code (ULDC). These changes were required by FEMA as part of the National Flood Insurance Program’s flood insurance rate map update process for Palm Beach County.
 
Drainage study – asked staff to prepare an agenda item to conduct a study of the drainage system in the Pennock Point subdivision in unincorporated Jupiter.
 
Whitehall – granted the abandonment of a 60-foot right of way in the Whitehall development, contingent upon providing appropriate Fire Rescue access, for the redevelopment of the Boca Del Mar Clubhouse at Mizner Golf and Country Club.
 
Fire Rescue – approved the purchase of a one-acre parcel for $304,000 near Military Trail and Gateway Boulevard in Boynton Beach for a new fire station.
 
Bonds – adopted resolutions approving the issuance of up to $13.2 million in Housing Finance Authority revenue bonds for Heron Estates Senior Apartments in Riviera Beach; up to $25 million in Health Facilities Authority bonds for Hospice by the Sea, Inc. in West Palm Beach; and up to $32 million in Florida Refunding revenue bonds for Pine Crest Prep School in Boca Raton. No county funds, its taxing power, faith or credit are involved.
 
CDBG – approved a total of $1.481 million in community development block grant (CDBG) funding for five projects: a pedestrian bridge, pool shade structures and ADA improvements at John Prince Park in Lake Worth; trails and landscaping at Foxtail Palm Park in Palm Springs; development of Oswego Oaks Neighborhood Park in Westgate; playground equipment at the Canal Point Community Center; and sewer rehabilitation at the Padgett Island and Fremd Village public housing complexes in Pahokee. These are federal funds that require no local match.
 
Modernizing Medicine – approved an ad valorem tax exemption of up to $576,400 over a nine-year period for Modernizing Medicine, Inc., previously known as Project P2P. The company is making a $15 million investment to acquire, renovate and equip a 210,000-square-foot facility, creating 838 new jobs over a six-year period at an average annual salary of $55,000 and retaining 327 existing full-time jobs.
 
Palm Tran – approved a grant agreement in the amount of $3.881 million with the Florida Commission for the Transportation Disadvantaged to provide Palm Tran Connection services. The total cost to provide TD service in the county is approximately $4.84 million, which requires a county match of $958,315. The board also ratified a memorandum of agreement with the Service Employees International Union representing 40 regular full-time Palm Tran supervisory employees authorizing a retroactive 3 percent wage increase.
 
CJC – received the annual report from the Criminal Justice Commission (CJC). The report contains details of each CJC committee and project activities they engaged in during 2016, as well as a listing of some 200 individual volunteers who worked to improve the criminal justice system in the county.
 
Westgate/Belvedere Homes CRA – continued to the October 3 meeting a public hearing to update and amend the Westgate CRA Community Redevelopment Plan.
 
Personnel – adopted a resolution relating to personnel classifications and pay grades for BCC administrative assistants and secretaries providing an additional step in the support staff progression plan and an amended schedule for eligibility.
 
County Engineer – recognized and thanked County Engineer George Webb, who is retiring after 35 years with Palm Beach County, the past 26 years as director of Engineering & Public Works. The board adopted a resolution renaming the 6th Avenue South Bridge in Lake Worth the George T. Webb Bridge. Dedication signs in honor of Mr. Webb’s many years of service will be installed on either side of the bridge.
