BCC Briefs for September 26, 2017

At the September 26, 2017, Board of County Commissioners meeting, the board took the following action:
 
Transitional housing – authorized demolition of the old Tax Collector’s building on Military Trail in Lake Worth and repurposing the 1.3-acre site for development of approximately 20 small-lot transitional housing units.
 
Permit fees – adopted a resolution waiving fees associated with expediting and issuing permits needed for the repair and rebuilding of homes and businesses damaged by Hurricane Irma for up to six months.
 
Illegal immigration – approved submittal of a Certification of Illegal Immigration Cooperation required by the COPS Office of the U.S. Department of Justice for additional grant consideration of a COPS grant  submitted by the Palm Beach County Sheriff’s Office.
 
Emergency Medical Services – approved on preliminary reading and to advertise for public hearing on October 17 an ordinance repealing and replacing the county’s emergency medical services ordinance establishing standards for issuing certificates of public convenience and necessity to EMS providers.
 
Vehicles for hire – approved on preliminary reading and to advertise for public hearing on October 17 amendments to the county’s vehicle-for-hire ordinance. Proposed changes include the removal of references to transportation network companies due to new state regulations and inclusion of minimum insurance limits of $125,000/$250,000 for bodily injury and $50,000 for property damage for vehicle-for-hire companies and drivers.
 
Legal – approved a two-year contract with Kaplan, Kirsh and Rockwell, LLP in the amount of $222,500 for expert aviation legal services and a $100,000 contract with Saul Ewing Arnstein and Lehr, LLP for eminent domain and condemnation litigation legal services.
 
Flood maps – approved Palm Beach County amendments to the Florida Building Code to resolve a conflict with revisions to the Flood Damage Prevention section of the Unified Land Development Code (ULDC). These changes were required by FEMA as part of the National Flood Insurance Program’s flood insurance rate map update process for the county.
 
MSTU – canceled, at the request of a majority of affected property owners, a proposed municipal services taxing unit (MSTU) special assessment for paving and drainage improvements on Myrtle Drive and 47th Way South.
 
Health Care District – appointed Cory Neering, a West Palm Beach city commissioner, to the elected official seat on the Health Care District of Palm Beach County Board of Commissioners. The four-year term begins on October 1, 2017.
 
Silver Palm Place – granted a construction extension for Silver Palm Place, a 120-unit affordable housing complex in West Palm Beach. Extra time is needed due to delays in installing water lines and a fire safety system required by the city. The project is funded in part by $115,000 in State Housing Initiative Partnership (SHIP) program funds.
 
Amelia Estates – agreed to extend the construction schedule and occupancy dates for Amelia Estates, a 30-unit affordable rental complex in Belle Glade, due to delays resulting from code changes requiring a sprinkler system and the need to re-publish required notices.
 
IFAHAP – approved Impact Fee Affordable Housing Assistance Program (IFAHAP) awards of $52,800 for Habitat for Humanity of South Palm Beach County for construction of seven single-family homes in Boynton Beach and Lantana, and approximately $13,900 for Neighborhood Renaissance’s Arts Loft at West Village project in Lake Worth. These funds are from interest earned by the Impact Fee Fund.
 
Housing tax credit – approved an allocation of $460,000 as the local government contribution under the Florida Housing Finance Corp’s housing tax credit program to recruit a local, qualified developer to build four multi-family affordable housing complexes ($115,000 per project). These are SHIP grant funds that require no local match.
 
Library – approved the Library System’s long-range strategic plan for FY 2018 through FY 2020.
 
Football – adopted a resolution urging the Pro Football Writers Association of America to consider inducting West Palm Beach native and former University of Miami and New York Giants running back O.J. Anderson into the Pro Football Hall of Fame.
