At the January 23, 2018, Board of County Commissioners meeting, the board took the following action:
 
Disparity study – A) accepted the summary memorandum presented by Franklin Lee of Tydings & Rosenberg, LLP outlining the findings from Mr. Lee’s third party review and analysis of the Palm Beach County Disparity Revised Final Draft report presented by Mason Tillman Associates, Ltd. (MTA); B) accepted the final disparity study presented by Mason Tillman Associates, Ltd. for purposes of further policy deliberations with a 30-day period for public comment; C) directed staff, upon completion of the 30-day comment period, to develop a Minority and Women-Owned Business Enterprises (M/WBE) program along with a program for implementation of race and gender-neutral and race and gender-conscious remedies taking into consideration those contained in the final disparity study report in cooperation with county staff, stakeholders and Franklin M. Lee, Esq. of Tydings & Rosenberg, LLP, subject to review and approval by the board; and D) agreed to extend the contract period with Tydings & Rosenberg, LLP for an additional 90 days from the expiration date of the existing contract with no increase in the total amount, with the exception of travel related expenses as required by the county.
 
Baseball – congratulated the Houston Astros on their 2017 World Series championship. Team officials brought along the official World Series trophy for photo ops. The Houston Astros and Washington Nationals train at the Ballpark of the Palm Beaches in West Palm Beach, which opened last year.
 
Status of Women -- continued to the February 6 BCC meeting adoption of a resolution re-establishing the Palm Beach County Commission on the Status of Women.
 
Vista Del Lago – adopted a resolution authorizing conveyance and abandonment of an 80-foot-wide right of way to the Vista Del Lago at Boca Flores Homeowners Association. The site is generally located on the west side of Lyons Road, south of Glades Road and north of Palmetto Park Road. The county reserves a drainage easement and utility easement over the site, which will allow county facilities to remain there.
 
Library – added the Canyon Branch Library to the Library Capital Improvement Plan and authorized staff to initiate the process to secure design and construction services for the new branch library to serve the Canyon Town Center area west of the turnpike. Estimated cost for construction is $18 million.
 
North County District Park – approved a lease agreement with the city of Palm Beach Gardens for the funding, construction, operation and maintenance of an active park on a county-owned 82-acre site. The park will be developed in two phases with the city commencing construction of Phase 1 (36.5 acres) within two years of execution of the lease agreement.
 
Boynton Beach CRA – approved a request by the Boynton Beach Community Redevelopment Agency (CRA) to use a portion of the CRA’s annual tax increment revenue funding budget to construct certain statutorily eligible items of the Town Square at Boynton Beach project. Town Square is a 16-acre site in downtown Boynton Beach, just east of the I-95 Boynton Beach Boulevard exit. The project involves the renovation of a historic high school into a cultural center, residential and retail spaces, a hotel, public spaces, a garage, fire station and a new city hall.
 
Retirement – acknowledged and thanked Rob Robbins, director of Environmental Resources Management, who is retiring.
 
Announcement – recognized Water Resources Manager Ken Todd on being elected chair of the Florida Board of Professional Engineers.
