BCC Briefs for November 20, 2018

At the November 20, 2018, Board of County Commissioners meeting, the board took the following action:

Reorganization – recognized and thanked outgoing commissioners Paulette Burdick and Steven Abrams and Mayor Melissa McKinlay for her year of service as mayor. Following administration of the oath of office, new commissioners Gregg Weiss, District 2 and Robert Weinroth, District 4, and reelected Commissioner Melissa McKinlay, District 6, took their seats on the dais. Board members then selected Commissioner Mack Bernard to serve as mayor of the BCC and Commissioner Dave Kerner vice mayor. Each will serve one-year terms.

Solid Waste Authority – acting as the Solid Waste Authority Governing Board, commissioners elected Commissioner Dave Kerner to serve as chair of the SWA, Commissioner Robert Weinroth vice chair and Commissioner Gregg Weiss secretary.

Fire hydrants – adopted a resolution declaring intent and election to use the uniform method for the levy, collection and enforcement of non-ad valorem assessments for the special assessment authorized for fire hydrant maintenance and rental within the amended, updated and restated boundaries of the municipal service benefit unit (MSBU) in the city of Riviera Beach.

Palm Tran – approved the filing of Federal Transit Administration (FTA) grant applications in the amount of $600,000 for Palm Tran's Bus Shelter Replacement/Expansion project and in the amount of $1.5 million for expansion of the Palm Tran South County Facility. No county funds are required.

Kravis Center – approved the issuance of industrial development revenue bonds in an amount not to exceed $21 million for the acquisition, construction and equipping of certain facilities at the Raymond F. Kravis Center for the Performing Arts, Inc. Neither the county's taxing power, nor its faith or credit are involved.

Fire-rescue vehicles – approved an extension of the interlocal agreement with the city of West Palm Beach through September 8, 2020 for the maintenance and repair of fire-rescue emergency response apparatus. This agreement is cost-neutral with no supplement funding from the Fire Rescue MSTU.

EMS – approved on first reading and to advertise for public hearing on December 4 an amendment to the Emergency Medical Services (EMS) Ordinance to allow entities applying for a special secondary service provider COPCN that have experienced staff but lack experience in providing ALS services to obtain a special secondary service provider COPCN with conditions requiring: 1) successful provision of service for six months; and 2) implementation of a formal quality assurance program meeting at least three times during the six-month period.

Roads – approved on first reading and to advertise for public hearing on December 18 the annual update of the county's Five-Year Road Program.

Legislative Affairs – approved the proposed Palm Beach County state legislative agenda of initiatives, appropriations and funding requests to be lobbied during the 2019 Florida Legislative Session in Tallahassee.
