Budget – approved a series of budget amendments and transfers in various funds reflecting adjustments for balances brought forward, other revenues, reserves and operating expenses. The total of the adjustments is an increase of $115,327,997 in 158 funds. These budget amendments and transfers are necessary to adjust FY 2020 budgets to reflect differences between actual and estimated revenues and expenditures of FY 2019.

District park – approved an amendment to the lease agreement with the city of Palm Beach Gardens to include additional language regarding non-discrimination and revenue sharing and a public-private partnership sublease agreement between the city and the Palm Beach North Athletic Foundation, Inc. for the development, construction and operation of an indoor recreational facility at the Gardens North County District Park.

Airports – adopted a resolution approving submittal of an application for entry of the North Palm Beach County General Aviation Airport into the Federal Contract Tower (FCT) program and authorizing the County Administrator or designee to execute and submit all forms, applications and other documentation necessary for the North Palm Beach County General Aviation Airport to be considered for entry into the FCT Program.

Palm Tran – approved a fare collection system contract with Genfare, a division of SPX Corp. in the amount of $10,912,988 effective March 17 for a ten-year term with two three-year renewal options. The new fare collection system accepts cash, smart cards, mobile apps, and all contactless credit/debit cards. It will also allow interoperability throughout South Florida, including but not limited to Tri-Rail, Broward County Transit and Miami-Dade Transit.

Assisted living – discussed restatement of deed restrictions on approximately 6.14 acres of property previously donated by the county to a nonprofit for an assisted living facility (ALF) providing memory care services. Staff was directed to bring back more details of a proposal by Protea Senior Living Boca Raton, LLC to develop, with restrictions, an ALF with the same services as previously proposed.

Coronavirus – ratified the mayor’s signature on the state of emergency declaration for Palm Beach County effective March 13, 2020, in response to the imminent threat posed by the coronavirus, COVID-19. The declaration must be renewed every seven days and makes the county eligible for emergency funding. The board received an update from County Administrator Verdenia Baker on efforts by county government and our community partners to deal with the coronavirus outbreak.
