COVID-19 – received an update from Dr. Alina Alonso, director of the Florida Department of Health-Palm Beach County and Bill Johnson, director of Emergency Management, on the county's COVID-19 response efforts. Two drive-thru testing centers are now operating in the county. Dr. Alonso noted that the county's infection curve appears to be flattening, and she urged everyone to continue following social distancing strategies and the governor's stay-at-home order to prevent further the spread of the disease.

Construction contracts – authorized the County Administrator or designee to approve renewal amendments for two continuing contracts with Robling Architecture Construction and the Weitz Company to provide construction management services for various capital improvement projects that will extend the term of the contracts to December 20, 2020; also authorized the FDO director to terminate for convenience guaranteed maximum price amendment No. 1 to the construction contract with Kast Construction in the amount of $10,830,487 for the Sheriff's Office Headquarters exterior hardening project and make payment of $127,000 to Kast for costs incurred to date.

Emergency amendments – certified that the ongoing COVID-19 crisis constitutes a valid public emergency and authorized emergency renewal amendments for three continuing contracts with Gartek Engineering Corp., Johnson, Levinson, Ragan, Davila, Inc., and RGD & Associates, Inc. to provide mechanical, electrical, plumbing (MEP) engineering services for various capital improvement projects, which will extend the term of the contracts to December 22, 2020.

Protea Senior Living – approved a second modification and restatement of deed restrictions on 6,144 acres of property previously donated by the county to the Elizabeth H. Faulk Foundation, Inc. and approved a request by Protea Senior Living to mortgage the property to secure financing for development of a senior living facility with memory care services.

Homeless shelter – postponed to a special meeting on April 14 approval of a one-year contract with Gulfstream Goodwill Industries to provide emergency shelter to homeless individuals. The proposed 100 to 125-bed facility will mirror the services provided at the Sen. Philip D. Lewis Homeless Resource Center.

Pahokee Housing Authority – executed a "certification by state of local official PHA  plans consistency with the consolidated plan or state consolidated plan" for the Pahokee Housing Authority in connection with its  fiscal year 2020 five-year and annual plans. The Department of Housing and Economic Sustainability has reviewed the draft annual PHA plan and determined the goals, objectives and plans are consistent with those outlined in the Palm Beach County FY 2015-2020 Consolidated Plan.

Supplemental benefits – approved the selection of Washington National as the agent/carrier to offer a selection of new voluntary (employee-paid) supplemental insurance policies for county employees. New policy options include accident, cancer and hospitalization. The contract is for a minimum period of 20 years in order to allow for the provision of a premium rebate after 20 years of continuous coverage.

Esports Play – approved a cash grant in the amount of $21,000 over a six-year period for Esports Play, LLC, previously referred to as Project League, to lease, renovate and equip a 12,500-square-foot facility in Boca Raton. The professional video game team operator is required to create 30 new jobs over a three-year period with an annualized average wage of $95,550 and a median wage of $80,000. The project's estimated five-year economic impact is $55.6 million. 

PACE – approved an indemnification agreement between the county and the Property Assessed Clean Energy (PACE) Funding Group, LLC, as an administrator of Florida PACE Funding Agency.

Retirement – acknowledged and thanked Public Works Superintendent Barry Meve who is retiring on April 10 after 49 years of dedicated service to Palm Beach County.
