At the April 20, 2021, Board of County Commissioners meeting, the board took the following action:

In Memoriam – Presented a proclamation to Dr. Alcee Hastings II, honoring the life and career of his father, the late Congressman Alcee Hastings. Congressman Hastings passed away on April 6, 2021. Congressman Hastings represented Florida's 20th congressional district, to include parts of Palm Beach County since 1992.

COVID-19 – received a report on local COVID-19 mitigation efforts from Dr. Alina Alonso, director of the Florida Dept. of Health-Palm Beach County, Emergency Management Director Mary Blakeney and Health Care District CEO, Darcy Davis. The county is averaging around 354 new COVID cases per day for the month of April and 51 percent of those are in the age range of 15-44.

Dr. Alonso stressed the importance of targeting those groups that are showing high numbers of new cases to encourage them to get the vaccine and to make them aware of the long-term effects after recovery that many people are experiencing nationwide. The county has moved into Phase 3 of vaccine distribution. To date, 80 percent of Palm Beach County residents age 65+ have been vaccinated. Persons age 16 and above are now eligible to receive the vaccine.

Emergency Management Director Mary Blakeney shared that approximately 592,000 residents have been vaccinated with either the first dose or complete series. The daily lab positivity rate is at 6.58 percent. Deaths and hospitalizations continue to decrease and ICU and ventilator availability remains stable.

Health Care District CEO, Darcy Davis shared there are plenty of vaccines available and the number of requested appointments has gone down.  25-30 percent of appointments have been no shows and the district is considering reprioritizing resources to allow for walk-up vaccinations.

Engineering – approved adoption of a resolution that will eliminate the public dedication that is in conflict with future development plans by the City of Boca Raton. The Abandonment Site is located 1.2 miles north of Glades Road and ½ mile east of Lyons Road. The Engineering Department has determined that the abandonment site is surplus and serves no present or future public purpose.

Public Safety – approved the issuance of a Special Secondary Service Certificates of Public Convenience and Necessity (COPCN) to Cambridge Security Services, Corp. for the gated community of Addison Reserve and Titan International Security Services, Inc. for the gated community of Broken Sound. Security agencies for private communities can provide rapid response to medical emergencies and have the capability to provide advanced life support services until the primary Advance Life Support (ALS) agency arrives.

Housing and Economic Sustainability – approved the application of Palm Beach Day Academy, Inc. for the issuance of the County's revenue bond, entitled Revenue Note Palm Beach Day Academy, Inc. Project, Series 2021 in a principal amount not to exceed $11,000,000; conduct a public hearing pursuant to Section 147(f) of the Internal Revenue Code concerning the proposed issuance of the Bond; and adopt a resolution authorizing the issuance of the County's revenue bond, for the purpose of providing funds to make a loan to Palm Beach Day Academy, Inc. Neither the taxing power nor the faith and credit of the county, nor any county funds shall be pledged to pay the principal, premium or interest on the Note.

Approved Neighborhood Stabilization Program funding allocation of up to $800,000 for the demolition of the former Gove Elementary School in Belle Glade. Terms of the donation require that the property be used solely for workforce housing and related uses.

Water Utilities – approved an Ordinance of the Board of County Commissioners of Palm Beach County, Florida, repealing and replacing Ordinance No. 07-003, as amended; providing for a schedule of rates, fees, and charges for potable water, wastewater, and reclaimed water services. This ordinance establishes uniform rates for potable water, wastewater and reclaimed water service that will be provided to customers.

Recognized and congratulated Jim Stiles, Director of Water Utilities Department on his retirement after 13 years of service. The BCC ratified County Administrator Baker's appointment of Ali Bayat, P.E., to the position of Director of Water Utilities effective upon Mr. Stiles last day with Palm Beach County.

Administration – approved on second reading an ordinance amending Palm Beach County Code, Chapter 2, Article V, Division 1. - boards, commissions, etc., adding an in-person quorum standard. This ordinance will standardize the in-person quorum requirements for all County created boards, commissions, committees and similar entities, including County boards created by Special Act of the Florida Legislature, as long as the provisions do not conflict with quorum definitions in State or federal law, rule, regulation or code. Establishing a standard definition will provide consistency in quorum definitions in County created boards.

Facilities – adopted a resolution authorizing a sixth amendment to the lease agreement with Theodore W. Winsberg and Gertrude K. Winsberg (R99-842D) extending the term for six months to November 1,` 2021 at a rental of $1; and approved sixth amendment to the lease agreement with Theodore W. Winsberg and Gertrude K. Winsberg. In 1996, the County purchased 175 acres of property from the Winsbergs for the development of the Water Utilities Department's Green Cay Wetlands Water Reclamation project. The property is located off Hagen Ranch Road between Boynton Beach Boulevard and Atlantic Avenue.

Adopted a resolution authorizing the conveyance of six properties to the City of Belle Glade pursuant to Section 197.592 (3), Florida Statutes. The parcels serve no present or future County purpose.

Scripps – postponed to the May 4, 2021 Regular BCC Meeting, approval of a county deed in favor of The Scripps Research Institute conveying approximately 70 acres of the Briger site in Palm Beach Gardens to the Ground Lease Agreement between Palm Beach County and Scripps.

On May 2, 2006, the Board approved the grant agreement with The Scripps Research Institute, which included the Ground Lease Agreement. The Ground Lease was executed on January 24, 2012. Pursuant to the terms of the lease, the County is obligated to convey the property to Scripps for one dollar if Scripps is not in material default of the lease or grant agreement.​
