At the Oct. 19, 2021 Board of County Commissioners meeting, the board took the following action:

COVID-19 Update – received presentation from Dr. Alina Alonso, Palm Beach County Health Department. COVID-19 Delta variant now makes up more than 99.9% of new cases. The county's daily positivity rate is at 4.1% and 65.4% of the population is fully vaccinated. 6,533 individuals have received Monoclonal Antibody Therapy at the Westgate Park & Recreation Center. Members of the public are still encouraged to be vaccinated. More information can be found at www.pbchd.com or at www.hcdpbc.org.

The Board rescinded the local State of Emergency related to COVID-19, which specifically required hospitals to report required information.

Airports – approved a contract with Hypower Inc. in the amount of $460,120 for the hold positions signage and Runway Guard Light System at Palm Beach International Airport; approved a transfer in the amount of $460,120 in the Airport's Improvement and Development Fund.

Approved a contract with Ranger Construction Industries Inc. in the amount of $452,773.50 for the Vehicle Service Road Relocation; approved a transfer in the amount of $452,774 in the Airport's Improvement and Development Fund.

Approved contract with Ranger in the amount of $2,477,555.83 for the Runway and Taxiway Rehabilitation at the Palm Beach County Glades (Pahokee) Airport; approved a transfer in the amount of $1,020,000 in the Airport's Improvement and Development Fund.

Approved an amendment to the Operation and Maintenance of Baggage Handling Systems contract with ERMC Aviation LLC through Nov. 27, 2022, not to exceed the total amount by $2,142,540.

Approved the Aeronautical Development Site Lease Agreement with Ferrovial Vertiports Florida LLC for the lease of a 205,349 sq. ft. aviation facility for vertical take-off and landing aircraft operations; authorized the county administrator or designee to execute the Estoppel Certificate and Memorandum of Lease.

Community Services – approved a one-year contract with the Hanley Center Foundation Inc., not to exceed $100,000, for opioid and substance use disorder education and support services; approved a contract with the Palm Beach County Substance Abuse Coalition Inc. for a two year period, not to exceed $500,000, for opioid and substance use disorder recovery support services.

Facilities Development and Operations – approved an amendment to the agreement for purchase and sale with Transit Village LLC, extending the closing date to no later than Aug. 13, 2024.

Housing and Economic Development – approved the issuance of Housing Finance Authority of Palm Beach County Multifamily Housing Revenue Bonds for Christian Manor, in the principal amount of $27,000,000.

Authorized the issuance of the bonds to make a loan to the Tuscan Gardens of Delray Beach Properties LLC to refinance and refund prior bonds; approved the issuance of the county's tax-exempt or taxable Revenue Refunding Bonds application of Tuscan Gardens of Delray Beach Properties LLC, not to exceed $52,925,000.

Office of Equal Opportunity – approved, by a 6-0 vote, a motion to advertise for public hearing on Nov. 16, 2021, at 9:30 am, in regards to the Palm Beach County Ordinance for Housing and Places of Public Accommodation.

Planning, Zoning and Building – staff presented an update regarding a building safety and evaluation program requiring periodic inspections for certain building types.

Public Safety – approved one-year contracts to provide Adult Reentry Services with The Lord's Place Inc., in the amount of $199,136 and Gulfstream Goodwill Industries Inc. (GGI) in the amount of $171,301; approved a one-year contract with GGI in the amount of $401,104 to provide Youth Reentry Services; authorized the county administrator or designee to execute amendments and administrative documents to the contracts.​
