BCC Briefs for Oct. 18, 2022

​At the Oct. 18, 2022, Board of County Commissioners meeting, the board took the following action:

Administration – directed staff to retain a specialized tax counsel to provide an independent legal opinion on the inclusion of specific provisions of a Special Pay Plan, including mandatory participation of all employees and bring back issue to BCC for consideration.

Airports – approved an amendment to the General Consulting Agreement with AECOM Technical Services Inc. in the amount of $976,819 for the continued performance of professional planning and design services related to the approved county Airports Capital Improvement Program.

Facilities Development & Operations – approved an agreement with the Friends of the Mounts Botanical Garden Inc. for the development of a new Master Plan for Mounts Botanical Garden.

Housing & Economic Development – approved a waiver of the statutory requirement, by a majority vote plus one,  the advertising of public hearings on Tuesday, Nov. 15, 2022, at 9:30 a.m., and Tuesday, Dec. 20, 2022, at 9:30 a.m., to consider the designation of the subject property as a Brownfield Area, which shall hereafter be known as the Encompass Health Green Reuse Area in place of two public hearings that were to be held on Nov. 15, 2022, and Dec. 20, 2022, after 5:00 p.m., to consider the designation of parcels located at 9719 and 9645 Lantana Rd., in unincorporated Palm Beach County, as a Brownfield Area; and

Approved an American Rescue Plan Act (ARPA) Response Projects Fund award of $2,760,000 to Autumn Ridge Apartments Ltd to build 106 units; approved an ARPA Response Projects Fund award of $5,500,000 to The SPECTRA Organization Inc. to build 48 units; approved a budget transfer of $8,260,000 in the ARPA Response Projects Fund; directed staff to negotiate the loan agreements; and authorized the county administrator or designee to execute the loan agreement(s), amendments thereto, and all other documents necessary for project implementation.

Resilience – approved, by a vote of 6-1, a preliminary reading and advertisement for a public hearing on Nov. 15, 2022, at 9:30 a.m., in regards to the Property Assessed Clean Energy program ordinance and to bring back information to consider the repeal of existing ordinance and associated inter-local agreements.

Risk Management – approved a one-year contract for the Employee Self-Funded Medical Benefits Plan, with four one-year renewal options, for claims administration of the county’s self-funded Health Maintenance Organization, CHOICE Network, and Point of Service, health insurance plans with United HealthCare Services Inc., for the period Jan. 1, 2023, through Dec. 31, 2023; and approved the employee wellness participation cash incentives in the amount of $25 per employee for completion of the online Health Risk Assessment (HRA) and $25 per employee for participation in a biometric screening that meets the requirements of the county’s wellness program.
