​At the March 14, 2023, Board of County Commissioners meeting, the board took the following action on the regular agenda:

Administration – adopted an ordinance prohibiting the unauthorized projections of text, graphics, logos or artwork onto a building, structure or any other place (including public spaces), without the consent of the owner or person in control of the building.

Criminal Justice Commission – postponed the appointment of members to the Criminal Justice Commission in order to diversify its membership to reflect Hispanic representation.

Engineering & Public Works – staff provided an overview presentation of the Department of Engineering and Public Works.

Facilities Development & Operations – received and filed the license agreement with Transit Village, LLC, for use of North County Block until March 20, 2023; and approved an amendment to the license agreement for use of the county-owned property until the premises are conveyed to University of Florida or earlier termination.
Approved three agreements for the purchase and sale of land parcels north of Indiantown Road and east of Bee Line Highway from John Joseph Erhart, Modeline Gaspard, and Susan and Louis Witonsky. These are interior parcels located in an area known as Palm Beach Heights (part of the Pal-Mar Ecosite). The Pal-Mar Ecosite is part of a large ecological greenway that stretches from just west of the Atlantic Ocean to just east of Lake Okeechobee.
Approved a Spring Training Facility Funding Agreement with the Florida Department of Economic Opportunity (DEO) for the provision of $50,000,000 for the renovation of the Roger Dean Chevrolet Stadium; approved an addendum to the Second Restated Sports Facility Use Agreement between the county, Jupiter Stadium Limited Ltd. (JSL), the St. Louis Cardinals LLC and Marlins Teamco LLC for additional payments to be made by the Marlins and Cardinals to the DEO in the event of missed games; and approved an amendment to the developer agreement between JSL and the county increasing the amount of the project proceeds to $140,000,000.

Financial Management & Budget – authorized the issuance of revenue bonds not exceeding $140,000,000 for renovations and improvements to Roger Dean Chevrolet Stadium and related facilities. The debt service for the bonds’ repayment will be Tourist Development Bed Taxes.

Housing & Economic Development – approved the issuance of Housing Finance Authority of Palm Beach County, Florida, $30,000,000 Multifamily Housing Revenue Bonds for Lake Worth Towers. Neither the taxing power nor the faith and credit of the county nor any county funds are pledged to pay the principal, redemption premium, if any, or interest on the Bonds.
