​At the April 4, 2023, Board of County Commissioners meeting, the board took the following action on the regular agenda:

Administration – received and filed the Mid-Session Legislative Update for the 2023 State Legislative Session, as well as the updated Board Directive Reports, which include in process and completed board directive items.

The county received AAA bond ratings from Moody's Investors Service and Standard & Poor's, as well as a rating of AA from Fitch Ratings.

Airports – approved an amendment of $1,109,482.80 to the General Consulting Agreement with RS&H Inc. for consulting/professional services for the Concourse B Expansion project at Palm Beach International Airport.

Clerk of the Circuit Court & Comptroller – Presented an update regarding the county’s return on investment. If interest rates stay at current levels or higher, the county is expected to earn close to $160 million in investment income. This is at least four times better than FY22, and the highest ever earned during any fiscal year in the county’s history.

Facilities Development & Operations – approved a five-year lease agreement with John C. Bills Enterprises Ltd. for approximately 12,497 square feet of office space with one five-year renewal option at an initial annual rate of $374,910.

Approved the purchase and sale of three parcels of vacant land located north of Indiantown Road and east of Bee Line Highway from Ann Frances Gwinnell and William Scott Gwinnell; Neville Washington and Laurel Washington; and Laurel Washington, Neville Washington, Lance Washington and Dave Washington. These are interior parcels located in an area known as Palm Beach Heights (part of the Pal-Mar Ecosite). The Pal-Mar Ecosite is part of a large ecological greenway that stretches from just west of the Atlantic Ocean to just east of Lake Okeechobee.

Waived the conflict disclosed by Verdex Construction LLC in its proposal in response to the county’s Request for Proposals for Construction Manager at Risk Services for the Vista Center Expansion project; and ratified the Final Selection Committee’s recommendation to award Verdex the project.

Financial Management & Budget – approved by a vote of 5-2 to keep the current personnel classifications and pay grades for county commission staff; further discussion ensued and the BCC agreed to upgrade the secretary position to commissioner aide. Staff was directed to bring back the item and the fiscal impact during budget workshop this summer. During Commissioner Comments, the board approved a motion, 6-0, to reconsider previous motion on the issue and implement the change at the April 18 meeting that would elevate each district office’s secretary position to commissioner aide.
