​At the April 18, 2023, Board of County Commissioners meeting, the board took the following action on the regular agenda:

Airports – approved a change order to an amendment to the Concourse B Expansion project at Palm Beach International Airport for the Construction Manager at Risk Contract with Suffolk Construction Company for $802,677.

Approved a $1,106,284 amendment to the General Consulting Agreement with RS&H Inc., for consulting and professional services for the Concourse B & C Preconditioned Air Construction Administration, elevator modernization, Federal Inspection Services and building 846 storm resiliency modifications.

Community Services – staff presented an overview of the department’s mission to promote independence and enhance the quality of life by providing services to residents in need.

Approved up to $4 million, with possible reimbursement by the state, to continue funding the county-operated and contracted Low-Income Home Energy Assistance Program (LIHEAP), Low-Income Household Water Assistance Program (LIHWAP) and Community Services Block Grant (CSBG) Programs due to the Florida Department of Economic Opportunity reaching its state legislative budget appropriation authority limit for fiscal year 2023.

County Attorney – adopted a resolution declaring an immediate danger to the health, safety or welfare of residents requires immediate action, and that the county’s significant legal rights will be compromised if it is required to exhaust the intergovernmental conflict resolution procedures with Florida PACE Funding Agency (FPFA), before initiating court proceedings; and directed staff to initiate litigation to resolve the county’s conflict with FPFA regarding its alleged independent authority to administer its PACE program in the county, without the Board of County Commissioners’ authorization under the county’s PACE ordinance.

Engineering & Public Works – approved a guardrail continuing services construction contract with Southeast Highway Guardrail & Attenuators LLC, not to exceed $1,500,000 that will be in effect for 18 months, with an option to renew for a total of 36 months.

Facilities Development & Operations – authorized staff, by a vote of 6-1, to negotiate the acquisition from Leonidas Alfaro of approximately 3.3 acres of undeveloped land on Belvedere Road, adjacent to the county’s Animal Care and Control facility.

Approved, by a vote of 5-2, the purchase and sale of three land parcels located north of Indiantown Road and east of Bee Line Highway. These are interior parcels located in an area known as Palm Beach Heights (part of the Pal-Mar Ecosite). The Pal-Mar Ecosite is part of a large ecological greenway that stretches from just west of the Atlantic Ocean to just east of Lake Okeechobee.

Financial Management & Budget – approved the issuance of public improvement revenue bonds, not to exceed $57 million for the acquisition, design, construction, development and equipping of various County facilities. These projects include the Medical Examiner’s Office expansion, Mosquito Control redevelopment, as well as generators and exterior hardening at critical County facilities.

Housing & Economic Development – approved $12 million of Housing Finance Authority of Palm Beach County Multifamily Housing Revenue Bonds for Coleman Park Renaissance.

Approved $14 million of Housing Finance Authority of Palm Beach County Multifamily Housing Revenue Bonds for Everglades Townhomes.

Approved a waiver of the statutory requirement that one of the two public hearings to be held on June 13, 2023, and July 11, 2023, be held after 5:00 p.m., to consider the designation of a parcel located at 8760 Atlantic Avenue as a Brownfield Area; and approved the advertising of the public hearings to for the property, which shall be known as the Former Southern Crop Services Green Reuse Area.

Information Systems Services – approved a budget transfer and allocation of $850,000 for an upgrade to all CGI software, including Advantage Financial, Performance Budgeting and Vendor Self Service.

Palm Tran – approved an emergency contract with MV Transportation Inc., and MV Contract Transportation Inc. for the “Go Glades” Mobility on Demand service, not to exceed $1,577,730, for the period of Jan. 1, 2023, through Dec., 31, 2023.
Approved an emergency contract with MV Transportation Inc., and MV Contract Transportation Inc., not to exceed $21,711,000, for the period of Jan. 1, 2023, through Dec. 31, 2023, for Paratransit service; and approved an emergency contract with First Transit Inc., a subsidiary of Transdev North America Inc., not to exceed $27,100,000, for the period of Jan. 1, 2023, through Dec. 31, 2023, for Paratransit service.

Water Utilities – approved the irrevocable Directives of Project Proceeds for Florida Design Drilling LLC.
