​At the Aug. 22, 2023, Board of County Commissioners meeting, the board took the following action on the regular agenda:

Administration – received filed the Board Directive Reports, which include in process and completed board directive items.

Airports – approved a development site lease agreement with Popstroke West Palm Beach LLC, for unimproved ground located near the southwest corner of Australian Avenue at Belvedere Road at the Palm Beach International Airport, for the development of an indoor/outdoor golf-related entertainment and dining facility.

Community Services – approved the creation of the Palm Beach County Veteran Services Advisory Board.

Engineering & Public Works – approved the irrevocable letter of direction with Municipal Contractors Inc. for the Clint Moore Road at Jog Road intersection improvements contract, the Gateway Boulevard and Military Trail intersection improvements contract, and the Hypoluxo Road and Jog Road intersection improvements contract.

Environmental Resources Management – amended a resolution, which created the Pollution Recovery Trust Fund, to establish procedures for separation, distribution and responsibility of collecting fees for the fund.

Facilities Development & Operations – authorized the extension of two lease agreements with Pero Family Farms LLC for an additional one-year term for each, for the McMurrain and York parcels; and approved amendments to the lease agreements for the continued use of the land in the Agricultural Reserve in Boynton Beach.

Approved a $4.2 million budget transfer and amendment for the purchase of the Animal Care and Control expansion parcels; and approved a purchase and sale agreement with Leonidas Alfaro to acquire three parcels of vacant land.

Authorized a one-year agreement with the City of West Palm Beach for the use of seven parking spaces for use as public parking on county-owned property located at 426 Park Place.

Authorized the conveyance of a vacant county-owned property, at 417 S St., to the Lake Worth Beach Community Redevelopment Agency, at no charge for an affordable housing unit, and with reservation of mineral and petroleum rights, but without rights of entry and exploration.

Approved a $1.5 million budget transfer and amendment for additional Information Technology equipment for the Supervisor of Elections (SOE) Production Facility project, as well as building modifications for the SOE warehouse facility.

Denied the revival of the Declaration of Protective Covenants, Restrictions, Reservations, Servitudes and Easements affecting the county-owned real property at 13515 Caloosa Blvd. in unincorporated Palm Beach Gardens.

Approved budget transfers to appropriate funds for the Palm Beach County Sheriff’s Office District 1 Substation and Marine Unit project; and approved an amendment to the Construction Manager at Risk services contract with Kaufman Lynn Construction Inc., establishing a guaranteed maximum price for the project.

Financial Management & Budget – approved, by a 6 – 0 vote, a negotiated settlement offer for $54,616 for the satisfaction of two code enforcement liens entered against Top Cut Lawn Services North LLC.

Housing & Economic Development – approved a HOME Investment Partnerships Program award of $1 million to ND Flex LLC.

Waived the statutory requirement, by a majority vote plus one, that one of the two public hearings to be held on Oct. 17 and Nov. 21, be held after 5 p.m., to consider the designation of three parcels located at 9845 and 9905 Clint Moore Road as a Brownfield Area, which shall be known as the Verde Commons Green Reuse Area; and approved the advertisement of the public hearings.

Library – approved the county Library System’s fiscal years 2024-2028 Strategic Plan and fiscal year 2024 Action Plan.

Medical Examiner’s Office – ratified the appointment of Catherine R. Miller, MD as Medical Examiner.

Planning, Zoning & Building – ratified the appointment of Whitney Carroll as Executive Director of the Planning, Zoning & Building Department.

Resilience – approved five grant applications for the Prosperity Farms Road Bridge, Country Club Acres Subdivision Drainage Improvement, Englewood Estates/Manor Subdivision Drainage Improvement, Australian Avenue, and Ocean Inlet Park Resiliency Improvements projects.

Westgate/Belvedere Homes CRA – adopted a resolution approving the Westgate/Belvedere Homes Community Redevelopment Agency’s fiscal year 2024 budget for its Redevelopment Trust Fund, Capital Improvement Fund, Transportation Planning Agency grants and debt service fund.
