BCC Briefs for November 22, 2016

​At the November 22, 2016, Board of County Commissioners meeting, the board took the following action:

Reorganization – acknowledged and thanked outgoing commissioners Shelley Vana and Priscilla A. Taylor and thanked Mayor Mary Lou Berger for her year of service as mayor. Following administration of the oath of office, new commissioners Dave Kerner (District 3) and Mack Bernard (District 7) and returning commissioners Hal Valeche (District1) and Mary Lou Berger (District 5) took their seats on the dais. Board members then selected Commissioner Paulette Burdick to serve as mayor of the BCC and Commissioner Melissa McKinlay as vice mayor. Each will serve a one-year term.

Roads – canceled a public hearing regarding the revised Alignment 1A for Congress Avenue between Northlake Blvd. and Park Lane to allow additional time for the district commissioner, staff and affected residents to further discuss and potentially agree on an alignment. The agenda item is expected to be rescheduled in early 2017.

Fire Rescue – adopted an ordinance amending the boundaries of the Fire Rescue municipal services taxing unit (MSTU) to include properties within the municipal boundaries of the recently incorporated city of Westlake.

Hazardous materialsadopted revisions to the Hazardous Materials Response Ordinance to provide that uniform policies and procedures in Resolution 2013-0193 will apply to the Hazardous Materials Oversight Committee and to clarify cost recovery provisions.
 
Cancer Treatment Centers – approved an economic development incentive agreement with Cancer Treatment Centers of America Global, Inc. in the amount of $357,500. This includes $157,500 as the local match for the state's Qualified Target Industry program. The company, previously referred to as Project Emblem, is required to make a minimum $14.5 million capital investment to purchase and renovate an existing facility in Boca Raton for its corporate headquarters and create 225 new full-time jobs over a five-year period at an average annual wage of $90,000.
 
Palm Tran – approved the 10-year Transit Development Plan major update by Tindale Oliver, a consultant for Palm Tran. The TDP is a strategic document that provides an analysis of existing conditions and trends, community-sensitive goals and objectives, and establishes guidelines for service improvements to enhance public transportation effectiveness and efficiency.

Baseball – authorized the director of Facilities Development and Operations to approve purchase orders in any amount for personal property associated with the BallPark of the Palm Beaches procured through competitive or alternate source procurement pursuant to the county's purchasing ordinance.

Community Services – accepted the HUD FY2015 Continuum of Care program grant agreement, and approved a budget amendment of $116,246 in the HUD Housing and Urban Development Fund and a budget transfer of $23,249 from general fund contingency to the HUD Housing and Urban Development Fund. The board also approved a full-time equivalent grant-funded position for the Community Services Department's Human Services Division.

VOCA – received and filed the Victim of Crime Act (VOCA) grant agreement for FY 2016-2017 and approved the addition of two full-time victim advocate positions with Victim Services. The grant requires a 20 percent cash match of $80,600 that is included in the FY 2017 budget.

DUI – ratified a cooperative agreement with the U.S. Dept. of Justice, Office of Justice Programs for a grant of approximately $580,000 to develop and institutionalize a multidisciplinary approach to responding to families of complex homicide cases involving DUI or impaired driving. No county matching funds are required.

Drug addiction – directed staff to review and report back on ways to implement a joint action plan developed by the National Association of Counties and the National League of Cities for local governments to address the drug addiction epidemic.
