At the December 20, 2016, Board of County Commissioners meeting, the board took the following action:

Infrastructure surtax– adopted a resolution establishing the 19-member Infrastructure Surtax Independent Citizen Oversight Committee to ensure that proceeds from the voter-approved one-cent sales surtax are in line with the ballot measure and in compliance with the county's surtax plan for the renewal and replacement of existing capital investments including roadway surfaces, bridges, government buildings, canals and drainage improvements, park amenities, and projects to maintain levels of service.

Tourism – received the 2016 annual report from the Tourist Development Council for tourism performance in Palm Beach County.

Legislative Affairs – approved a priority list of appropriation requests included in the 2017 Palm Beach County Legislative Agenda to be lobbied in Tallahassee.

Building codes – amended the legislative agenda to address organizations that can nominate representatives to serve on the Building Code Advisory Board. Proposed changes to the law will allow board members to be nominated by existing local chapters of national or regional construction industry trade associations.

Roads – approved a series of amendments to the county's five-year road program. This is the annual update of the program.

Senior housing – approved the issuance of up to $45 million in industrial development revenue bonds for Tuscan Gardens of Delray Beach, LLC to finance, refinance or reimburse the acquisition, construction, development, installation, equipping and furnishing of a 128-unit senior living facility on the southwest corner of Frost Lane and Sims Road near Delray Beach. A TEFRA public hearing is required prior to issuance. No county funds, nor its taxing power, faith or credit are involved.

Housing assistance – approved technical revisions to the county's State Housing Initiative Partnership (SHIP) program strategies for the 2013-2016 and 2016-2019 local housing assistance plans (LHAPs) and authorized submission of the revised LHAPs to the Florida Housing Finance Corp. No local matching funds are required.

Granite Telecommunications – approved a cash incentive of $25,000 for Granite Telecommunications, LLC, as the local match for the state's Qualified Target Industry program. Previously referred to as Project Chop, the company is required to make a minimum capital investment of $600,000 to expand and renovate its existing facility in West Palm Beach and relocate its regional headquarters. The company will create 50 new full-time jobs at an annualized average wage of $50,675 and retain 60 existing jobs over a five-year period.

Public Safety – approved 12 primary provider advanced life support certificates of public convenience and necessity (COPCN) for a six-year term: Jan. 1, 2017 through Dec. 31, 2022. These providers include 11 fire rescue departments throughout Palm Beach County and the Martin County Fire Rescue Department.

Retirement – recognized Edward Lowery, director of Economic Sustainability who is retiring on January 3, 2017, and thanked him for his 27 years of service with Palm Beach County.
