​At the April 4, 2017, Board of County Commissioners meeting, the board took the following action:

Opioid crisis – approved a comprehensive report containing findings and recommendations to combat the opioid epidemic. Commissioners authorized the creation of three new positions: a senior level program director within County Administration and two staff positions with the Medical Examiner's Office, as well as a transfer of $1 million from reserves. They also agreed to send a letter to the governor asking him to declare a public health crisis.

Infrastructure surtax – approved the county's Infrastructure Surtax Project Plan and authorized a budget amendment of $50.398 million in the Local Government One-Cent Infrastructure Surtax Capital Project Fund. In November, voters approved a penny increase in the local sales tax for a maximum of 10 years. Approved county projects total an estimated $709.4 million with approximately $50 million allocated in this fiscal year. The board also approved 13 appointments to the 19-member County Infrastructure Surtax Independent Citizen Oversight Committee.

Surtax projects – approved work orders for the first two projects to be funded under the one-cent surtax program: $645,000 to mill and resurface Lantana Road from west of State Road 7 to the turnpike; and $766,000 to mill and resurface and replace leaking storm drainage inlets on Woolbright Road from Military Trail to Lawrence Road.

Palm Beach Farms – adopted a resolution abandoning an undeveloped road easement within the Palm Beach Farms plat. The 2,529-foot-long strip is located east of State Road 7 and west of Half Mile Road approximately a quarter-mile south of Atlantic Avenue. The petitioner will pay a $75,132 privilege fee to the county.

Parental leave – concurred with the county administrator's recommendation regarding implementation of a policy and procedure authorizing up to six weeks of paid parental leave for certain eligible, full-time, non-bargaining county employees for the birth, adoption, or other qualified placement of a child, pursuant to previous board direction.

Palm Tran – ratified the labor management agreement and memorandum of agreement between Palm Tran and the Amalgamated Transit Union Local 1577 covering bus operators, mechanics, utility workers and storekeepers for the three-year period from Oct. 1, 2016 through Sept. 30, 2019.

Human trafficking – approved utilizing county staff and resources to provide expanded training to county employees and community partners in an effort to combat human trafficking and sexual exploitation.

Equal employment – approved a new Equal Employment Ordinance to bring it into substantial agreement with federal and state laws governing equal employment. The current county ordinance was last amended in 2007.

PACE – approved establishment of the Property Assessed Clean Energy (PACE) Ordinance. PACE programs provide financing for qualified energy efficiency, renewable energy and wind-resistant improvements for both residential and commercial property. PACE financing is repaid as an assessment on the property's regular tax bill.

Project Blue Heron – conceptually approved an economic development grant of $40,000 for Project Blue Heron. This is the county's required match for a $200,000 state QTI tax refund. The company plans to invest $25 million to lease, renovate and equip a 115,000-square-foot facility, creating 50 new jobs over a one-year period at an annualized average wage of $73,685 and retaining 116 existing jobs. The project's five-year economic impact is estimated at $127.6 million.

Pratt & Whitney – approved an ad valorem tax exemption totaling $650,000 over six years for Pratt & Whitney, previously referred to as Project Blink. The company has completed a $25 million investment obligation to expand current operations and met hiring requirements for new jobs, exceeding the required annual average wage by more than $20,000.

SHIP – approved State Initiatives Housing Partnership (SHIP) funding awards of $310,000 and $160,000 to rehabilitate apartment units in Riviera Beach and unincorporated Palm Springs. No local match is required.

Affordable housing – approved on preliminary reading and to advertise for public hearing on May 16 an ordinance replacing the county's Affordable Housing Ordinance, which was last amended in 2008.

Action plan – approved amendments to the 2015-2016 and 2016-2017 Palm Beach County CDBG Action Plan in order to reprogram previously approved homeless shelter funding.

Visit Florida – adopted a resolution supporting the existence and funding of Visit Florida, Enterprise Florida and the Office of Film and Entertainment.
