 The PASS Program is funded through the Community Service Block Grant (CSBG) and administered by the Community Action Program. Individuals or families who are seeking to participate must meet the federal poverty guidelines. This program is designed to help families achieve self-sufficiency and become less dependent on government assistance. It involves the entire community in developing solutions and mobilizing resources.
