HPRP is a three year grant resulting  from a federally  funded program under Title XII of the American Recovery and Reinvestment Act of 2009  (Recovery Act).  The focus of HPRP is housing stabilization through temporary financial assistance and/or services which would ultimately result in housing stability upon program completion. HPRP is not a mortgage assistance program.

The Division is responsible for administering Homeless Prevention Services. The purpose of Homeless Prevention is to prevent individuals and families at risk of homelessness from becoming homeless. Eligible services under this component include case management, rental assistance as well as security and utility deposits.

Homeless Prevention Eligibility Criteria

• Must be about to become homeless;
• Must be at or below 50 percent of Area Median Income;
• Must meet one of the HPRP Risk Factors;
• Must have no other housing options;
• Must have no financial resources or support network to obtain or remain in housing

Priority is given to those meeting one of the following HPRP Risk Factors:

• Eviction within 2 weeks from a private dwelling (including housing provided by family or friends)
• Sudden and significant loss of income
• Extremely low income (less than 30 percent of Area Median Income)
•  Pending foreclosure of rental housing
• Severe housing cost burden (greater than 50 percent of income for housing costs)
• Residency in housing that has been condemned by housing officials and is no longer meant for human habitation

Fax HPRP Referral Form and Required Documentation to closest Human Services Office. Appointments will ONLY be given upon receipt of an HPRP Referral with all required, attached documentation on HPRP Checklist.
