Community Justice Service Centers

 
Upon approval of the Chief Judge of the Fifteenth Judicial Circuit, the Palm Beach County Criminal Justice Commission began researching the potential benefits of a Community Justice Service Center for Florida in early 1998. A center located within the community that addressed quality of life crimes appealed to CJC members.

The CJC's Court System Task Force planned the Court's implementation with a technical committee composed of all agencies that operate at the Center. In May 1998, Task Force members recommended the CJC move forward with a pilot Center in the West Palm Beach Weed and Seed area. The CJC endorsed this recommendation and planning efforts began.

In June 1998, the Center for Court Innovation conducted a workshop and the Center was given a grant from the U.S. Department of Justice to provide technical assistance to jurisdictions who wished to establish a Community Justice Service Center. Software was obtained and customized for use in Palm Beach County which made the Center fully automated. The processing of offenders began with West Palm Beach Police issuing notices to appear to offenders of low-level crimes.

Staff was hired in late October 1998 and a technical work group composed of members from the Public Defender, State Attorney, Judiciary, Court Administration, Clerk of Court, West Palm Beach Police Department and Defense Bar met regularly.

The City of West Palm Beach provided funds to lease the first Center's site at 6th and Sapodilla. The West Palm Beach Police Department provided patrols in the neighborhood to support the Center.

A comprehensive survey was conducted in the neighborhood to gain insight on the needs of the neighborhood. The Center's staff attended neighborhood association meetings to learn what issues were important to the community. One-on-one interviews were conducted with community leaders.

The Center was established by administrative order of the Chief Judge on August 10, 1999 and the first court session took place on August 18, 1999.

In May 2005, 6 years after its inception, the Center formally changed its name from Community Court to the Community Justice Service Center to adequately encompass that it is much more than a court; it addresses the quality-of-life issues of the community. With the increase in clients, a burden was put on the 6th Street facility. There was simply not enough space for staff, offenders and service providers. A new building on 20th and Tamarind Street was renovated by the City of West Palm Beach for the Center to be located.

Then in May 2006, the second Community Justice Service Center in Florida opened in Westgate, an unincorporated area of Palm Beach County in partnership with the Palm Beach County Sheriff's Office.

Today, County Court Judges Cory Ciklin and Paul Moyle preside. The Public Defender's Office assigns an Assistant Public Defender to the Court. The State Attorney's Office assigns an Assistant State Attorney.

The Community Justice Service Center is no longer an experiment but a part of the community. In seven years of operation, the Center has presented an effective alternative to revolving-door justice by taking a results-oriented approach to low-level crimes by restoring neighborhoods victimized by petty crime, as well as helping offenders relinquish criminal behavior.

A Community Advisory Board was formed in 1999 in West Palm Beach and in 2006 in Westgate. Today, these Boards meet regularly and give periodic updates on how the Centers could better serve the community. The Boards serve as the voice of the community and provides input on services needed, local problems, and concerns. Contact with the community was and is an integral and continuing part of the Center's operations.
