The Business
Development Board of Palm Beach County, Inc. and the Palm Beach County
Economic Development Office coordinate assisting businesses with the Qualified Target Industry (QTI) Tax Refund Program. The QTI Program and application
process is administered by two
State of Florida agencies (identified below) in two phases: (1) QTI
application submittal,
review and certification phase; and (2) QTI contract approval, implementation
and monitoring phase. The QTI Program requires a local match
that is provided through funds of the Palm
Beach County Job Growth Incentive Grant Program.
(1) ENTERPRISE FLORIDA, INC.
Enterprise Florida, Inc. accepts and reviews the QTI application for
certification as a QTI Business and then
forwards the application with a recommendation to OTTED. The Business
Development Board first assists the company with eligibility
considerations, and then completing and filing the application with the
State.

(2) OFFICE OF TOURISM, TRADE & ECONOMIC DEVELOPMENT (OTTED)
OTTED receives the QTI application from Enterprise Florida Inc. for a decision to approve, modify or
deny the application.
The approved QTI contract is administered by OTTED which will coordinate obtaining the annual Tax Refund Claim Form from the
business and the fiscal year match payment from Palm Beach County pursuant
to the State’s QTI contract and the County’s Job Growth Incentive (JGI)
grant.
