The Palm Beach County Library System provides talking books for County residents who cannot read or hold printed materials because of visual or physical impairments. Talking Book users are supplied with a record player and/or a cassette tape player, free of charge, and are sent books on record or tape through the mail. Patrons must be certified by a doctor or health professional to be eligible for services. For more information, call weekdays between 10 a.m. and 5 p.m.

The Property Appraiser determines the value of business and rental furniture, fixtures, equipment, appliances, leasehold improvements, supplies and mobile home attachments. Tangible Personal Property tax returns are filed with the Property Appraiser.

Tangible personal property taxes are assessments on business furnishings, equipment, rental property, immovable furnishings or equipment and mobile home attachments (concrete porches, attachments, etc.). Taxes collected through the Tax Collector are due between November 1 and April 1. Tangible Personal Property is assessed to the last known owner. Ownership is established from a tax return.

Responsible for collecting ad valorem (real estate and tangible personal property) taxes and non-ad valorem assessments (such as drainage and solid waste). These taxes are due on November 1 of each year and are delinquent after April 1 of the following year. The Tax Collector’s Office is also responsible for processing applications for titles and issuing registrations for motor vehicles and boats; issuing hunting and fishing licenses; issuing occupational licenses and collecting tourist development taxes. The Tourist Development Council (TDC) is an administrative and policy-setting body which develops the Palm Beach County Tourist Development Plan. TDC Administration works closely with Discover Palm Beach County (DPBC) and the Convention & Visitors Bureau, an independent agency which is responsible for marketing Palm Beach County as a tourist destination. TDC Administration also works with the Palm Beach County Council of the Arts to administer the arts grants fund and a limited marketing effort to promote the arts outside of the county and liaisons with the Film and Television Commission and the Sports Commission.
