2007 Winners

Jack Breland for his dedication and leadership in seeing that the construction company and architectural consultants provided the operating systems as specified in the original design documents for the North County Government Center Project.
 

Gary Schob for seeking a waiver from the City of West Palm Beach Fire Marshall's Office to reduce the frequency at which the diesel driven fire pumps are tested from weekly to monthly.  This was down to conserve approximately 4.8 million gallons of water per year which would have been discharged to the storm drain system.

2006 Winners

Harriet Armstrong and Mario Guzman for their diligence in pursuing a rebate for the County's purchase of hybrid vehicles.
 
Don Howard, Paul Johnstone, Ken Stahlin, David Roy, Vince Veldhuis and Bob Masiker for their extraordinary team effort that resulted in considerable cost and time savings when they combined their efforts to repair the Parks Department's damaged sweeper truck.

2005 Winners

When the County-leased Lakeshore Middle School Gymnasium ( Bill Bailey Community Center), built in 1954, was found by FD&O employees (Jim Alexander, Tom Averhart, Richard Boynton, Tom McNamara, Chester Pasakaluk, Bobby Pendergrass and Guy Watson) to need the gym floor repaired due to cupping of the wood this team came up with innovative and structural measures to restore it.  Efforts were made to keep the character and history of this gym, which children in the western communities readily utilize.  Even with the impact of the September hurricanes, the gym was completed in time to host a statewide boxing tournament in December.
 
When a decision was made to upgrade the department's work order system to a web-based product, FD&O (Andrew Apold, Gustavo Hernandez and Diane Yonn) and ISS (Christine Benkly and Daryl Baptist) employees teamed up to perform the installation in-house rather than outsourcing it.  Not only did this team configure the product without buying additional software, but they worked through all the "bugs" and got everything up and running within the projected timetable, saving thousands of dollars.
 
In order to prevent having to get an Underwriters Laboratories, Inc. (UL) vendor to monitor County building alarms and certify sprinkler systems, this team (Thomas Atchley, Larry D. Ellis, Andy Gamble, Arthur Lee Harper, Alberto Pacha, Bennie Thomas, Jr. and Robert E. Wood, Jr.) began the lengthy process with UL to become licensed to certify and service the systems and respond to alarms themselves as part of the Fire & Intrusion Section.  They achieved this milestone and the County is now the only government entity in the nation listed with Underwriters Laboratories, Inc. having this ability.
 
Hurricane Frances damaged the main cooling tower at PZ&B's building, rendering it likely to collapse in heavy winds.  This team (Bill Clemence, Tom Coniglio and James T. Simmons) designed a system of cables and turnbuckles to reinforce and straighten out the tower just in time to sustain Hurricane Jeanne.  Though the tower did bend some and had leaking, it did not collapse and stayed operative for twelve weeks until a new one was installed.  The only down time for the 356 employees who work in the building was two days.
 
When the Board's electronic panels on the dais in the Commission Chambers needed to be upgraded, these two employees (Jim Hicks and Howard D.O. Thomas, Sr.) did the graphic design, engineering, fabrication and installation themselves.  Many hours were spent achieving the goal of producing an attractive and ergonomic look, which they succeeded in doing without help from a single graphic designer or electrical engineer.
 



 

2003 Winners

Real Estate Specialist Larry Helmich and Property Specialist Steve Schlamp for their initiative in researching, selecting and implementing a software program for tracking insurance compliance certificates for lease agreements monitored by Property & Real Estate Management.

Harriet Armstrong (Financial Analyst II, Fleet Management), J.R. Kulesa (Shop Supervisor, Fleet Management),  and Russ White (Equipment Analyst, Fleet Management) for their ingenuity in implementing a generator diesel fuel swapping program which has resulted in a savings of $261,928 to the County over the last three years.

Florence Siegal (Volunteer Coordinator, Facilities Management South) for her long time commitment, involvement in building a viable volunteer base, cost savings to the County for the many services provided by her volunteers, and customer service to the Public Defender's Office, Clerk of the Court, Court Administration and Facilities Management.

 

 

2002 Winners

Gustavo Hernandez (Systems Administrator III, Communications), Sophia Dang ( Systems Administrator II, Communications), Diane Yonn ( Systems Administrator I, Communications), and Andrew Apold (CAD Systems Spec., Communications)  for their work on customizing the MAXIMO software application.  By doing the customization themselves, they were able to free up $310,000 set aside for this capital project so that these funds will be swept as a result of their efforts.

Clark Curtis ( Project Manager, Communicatons), Mark Filla ( Communications Network Administrator, Communications), and Y Minh Ho (Communication Engineer, Communications) for their extraordinary  team effort in the design, management, installation, and implementation of  the 800MHz system.

Jim Alexander ( Trades Crew Chief, Facilities Management), Roger Bradley ( Industrial Electrician, Facilities Management), Davis Mills ( General Maintenance Mechanic, Facilities Management), and Steve Jododnik ( A/C & Refrigeration Spec. II, Facilities Management)for their ingenuity, innovation, and solution to an air quality problem that architects and engineers in three different disciplines couldn't find a solution to that wouldn't have impacted other areas of the jail.

Shop Supervisor Dung Nguyen, Equipment Analyst Mario Doran, Auto Technician IIs John Gould, Marion Guzman, Slava Manin, Evon Paige, and Mike Reaser of Fleet Management's Light Vehicle Shop for their continuous commitment to excellence in customer service, safety, and for extraordinary productivity surpassing industry standards.

Welders Skip Fowler and James Ussery of Fleet Management for replacing the cooling tower covers on the Airport's air conditioning system.

Jerry Kielty (General Maintenance Mechanic, Facilities Management) for his ingenuity and his willingness to assume responsibility for solving a water intrusion problem at the Palm Tran Administration and Maintenance Facility.

 

 

2001 Winners

Gary Gellermann (Facilities Manager, Facilities Management), Garth Josephs (Maintenance Supervisor), Tony Hurbs (Trades Crew Chief), Bernard Knowles (Trades Crew Chief), and Kevin Minor (Trades Crew Chief) for their exemplary commitment to the County through dedication to their jobs and customers.  These employees have been faced with a shortage of staff of over 30% for over a year.  They are willing to adapt their schedules to meet the needs of their customers by scheduling and monitoring projects on weekends to avoid inconveniencing customers.  They maintain a positive attitude that keeps their crews' morale high.

Ernie Visoke (Irrigation Technician, Facilities Management) and Chuck Stancil (Facilities Maintenance Supervisor) for the extensive cooperation and coordination between Facilities Management, PBSO and the Drug Farm Residents on the irrigation installation project at the Stockade.  This team did what no outside vendor was willing to do because of the risk involved in damaging the underground utilities.  This team assumed the risk, took a creative approach by using Drug Farm Residents as laborers to dig trenches and install the irrigation piping and realized a cost savings of approximately 50%.

Jim Hicks (Supervisor of Audio/Video Systems, Communication) and Len Schmader (Supervisor of Radio Systems) for their exceptional leadership, outstanding customer service and cost savings realized in switching out electronic systems from 54 old buses to new ones for the Palm Tran fleet.

 

 

2000 Winners

Rudy Gibson of Communications, developed and taught a comprehensive program on communication and electronic theory including the latest technology to his new co-workers to improve their skill levels.

Glenn Sorensen and Chris Arbour of Communications brought the maintenance program in-house and developed a price agreement for the procurement of equipment and material necessary for on-going maintenance and installation of mux units for the high-speed voice/data communications network at an estimated cost savings of $247,197.

Facilities Management CJC employees, Bill Steinebach, Larry Davis, Jeff Collins, and Chuck Stancil, reorganized and decreased Facilities’ complement while maintaining al of the expansion which occurred in the 1990s and improved the work relationship with Palm Beach Sheriff’s Office.

Rod Lyew-Fong, Chris Newell, Tony Malizia, and Dan Hoens of Facilities Management North County replaced 4,500 square feet of decking at the Agriculture Center at a cost savings of $100,000.

Facilities Management’s Joe Burns and Ron Petrich researched and found a solution to the constant problem of damaged hot and cold dispensing units on the sinks and water coolers at the Stockade at a cost savings of $13,308.76.

Skip Fowler, Steve Francis and James Ussery of Fleet Management created a template for PBIA’s AOA gates and built a new gate after the original was damaged by a fuel truck. This had been an on-going problem at PBIA.

Chauncey Taylor, II director of Facilities Services coordinated the program of retrofitting nine (9) schools with hurricane shutters and resulted in restoring 20,000 additional spaces of shelter.

 

 

1999 Winners

Robert Taylor of Facilities Management, led a team of employees to correct code non-compliance conditions in the Engineering building at a cost savings and with minimal inpact on normal operations.

PPIG’s Dal Major created a partnership between the Library and FD&O which resulted in a major improvement to the process of re-carpeting the Library.

Fleet Management’s Peter Schmitt, Tommy Genovese and James Kulesa implemented a cost effective plan to dispose of hazardous waste materials.

Fleet Management’s Tony Hernandez and Russel White for their dedication and outstanding customer service that has made the fuel delivery program a success.

Ken Fowler of Fleet Management for his innovative improvements to the tree spade which aids in the relocation, transport and safety.

 

 

1998 Winners

Glen Johnson of Communications for his ingenuity and work (on his own time) in designing and building a portable audio/video system to be used for remote audio/video testimony involving abused or sexually molested minors for Court Administration.

Colby Cole, Don Wollard, and Heath Woodstock of Communications for designing and fabricating six control boxes to modify the Courthouse inmate and judges’ elevators by-pass control system at a cost savings of $5,612.

Peter Kolb of Facilities Management for upgrading the existing air conditioning system at the Health Department Building located at 901 Evernia at a cost savings of approximately $180,000.

Tom Land of Facilities Management for assuming responsibility of two vacant A/C positions as well as completing various special projects.

 

 

1997 Winners

Fleet Management’s Michael Anthes, Danny Brown, Tim Calhoun, Tim Jenkins, and Janelle Marr for their success in the implementation of the interlocal agreement with the City of Pahokee which exceeded its estimated revenue to the county by 333%.

Colby Cole of Communications for his efforts re-programming the courthouse software to provide enhanced law enforcement service.

Pat D’Angelo, Robert Masiker, Alberto Pacha, and Robert Wood of Communications for the their team effort to upgrade existing security alarm panels to provide remote access, for developing and implementing a preventative maintenance schedule for alarm systems, and for designing all new systems as smart systems so maintenance needs can be determined from a remote location.

Communications’ Jim Johnston for developing a control panel which enhances the courtroom playback function.

Mike Powers of Fleet Management for the development and installation of "fleet-online" and associated training manual.
