SECURITY ecurity
Section is responsible for the management of an in-house and contracted
security force, planning and evaluation of existing and future buildings and
systems, as well as the planning, design, implementation, maintenance and
operations of the County’s security systems including card access, CCTV
and keying systems.

In-house and Contracted Security
Force. This Section is responsible for the management of a 40+ person
in-house security force providing services at key governmental buildings
where customer interaction and consistency for security officers and
building occupants are critical. This Section also is responsible for
the administration of a contract through which over 4,000 hours per week
of security officers are provided, including the support of the judicial
program.

The in-house staff consists of 45
security officers, a lead worker and two (2) security supervisors who
are responsible for the day to day security of various facilities where
security officers are on duty and a patrol and inspection unit which
patrols other county facilities at night. The security officers perform
a variety of functions including conducting security patrols, handling
visitors, acting as translators, and providing first aid when required.
All of the team members understand the importance of customer service
and strive to balance the need for providing food security and keeping
our customers happy.

Security Planning, and Evaluation.
This Section will meet with the users of new buildings during the space
programming phase and develop a security program which identifies the
program specific needs of the end user. The Section will then develop
the minimum requirements for security (whether it be via personnel or
systems) and taking into account the countywide security and access
program for incorporation into the design of the facility. Perform
security audits of existing facilities and make recommendations to
increase overall security or address site or program specific issues.

Security Systems. This Group is
responsible for the daily maintenance and repair of ten highly
integrated electronic security systems comprised of monitor &
control, access, CCTV, duress and intercom. The Judicial Security System
is the most highly sophisticated of the systems and requires intensive
maintenance. At the heart of the system are four computers that
interface with 38 programmable logic controllers and control 2,000
electronic devices comprised of panic alarms, cameras, monitors,
controlled door locking mechanism, motion sensors, intercoms and card
readers. The Security Command Centers are the nerve centers for security
and are staffed 24 hours a day.

Countywide Card Access/CCTV Systems.
This group is responsible for the planning, design, implementation,
maintenance and operation of the countywide card access/CCTV system.

Key Control. This Group is
responsible for the implementation of countywide key control whether it
be via intelligent keys, proprietary keyways and specialized
applications and facilities. Development of keying architecture and
authorizing use and distribution of a certain level of key is this group’s
responsibility although maintenance of locks and other locking hardware
is not.
