rovide the day to day security of various facilities, conduct security patrols and inspections, assist visitors, act as translators, and provide first aid when required.

rovide responsive, cost effective operation of the County’s controlled garage and surface parking facilities by focusing on; providing safe and well maintained parking, striving to provide excellent customer service, allocating parking spaces fairly in a manner responsive to the needs to the various county and Court programs and services, and enforcing parking rules to promote voluntary compliance.

 


WHAT WE DO


 

he Electronic Services and Security Division is a recently re-organized Division with a primary mission to 1) procure, maintain and repair audio, video, recording, fire alarm, security, radio, card access, CCTV and integrated building systems, 2) manage an in-house and contracted security force and 3) develop and implement countywide access control program. A staff of 90 individuals (not including contracted security force) is responsible for providing these services. The Division is comprised of five sections, each led by a manager, which include, Service Facility, Radio Systems, Information Technology, Security and Access.

  • Service Facility. The Service Facility is the County’s electronic technical resource group for audio systems, recording systems, video systems, fire alarms and all other non-security and radio electronic systems.

Within the Service Facility there are the following work groups.

Audio/Recording/Video Section. This group maintains over 650 independent audio/recording/video systems including Palm Tran’s electronic systems in the bus fleet, operational and technical support for meetings, special events, audio feeds to the local access CATV channel, County buildings and ADA hearing compliance. 

Fire/Intrusion Alarm Systems Section. This group is responsible for over 170 fire alarms systems, over 150 security alarm systems, operational and technical user support, equipment specification for procurement and coordination of contract award. This group is also responsible for all electronic systems resident in the jail and correctional facilities such as intercoms, CCTV, and locking control systems.

  • Radio Systems Section. This Section is responsible for maintaining, operating and administering the County’s 800 MHz Trunked Radio System, legacy radio systems, pagers and related wireless activities.

800 MHz Trunked Radio Systems. This Section is responsible for the maintenance, operation and administration of the County’s 800 MHz Trunked radio system and associated microwave system and towers. The system is comprised of 28 channels and 10 sites. There are currently 16 other governmental agencies with direct access to the system. In addition, there are 3 large cities which utilize the County’s Smartzone Controller to operate their systems and another 32 agencies which have achieved interoperability through programming.

Maintenance of Subscriber Units and Legacy Radio Systems. This Section is responsible for maintenance of general government subscriber units on 800 MHz system, maintenance and operation of UHF and VHF radio systems, and installation of mobile radio and cellular units in County vehicles.

Related Wireless Activities. This Section acts as the main point of contact for requests for use of space on County towers, handles interference and other related system problems with the FCC and interfering system owners, processes reviews of zoning petitions for private towers within the County.

  • Information Technology. This Section is responsible for the planning, development, implementation and technical support for the Department’s computerized business systems as well as desktop support for the FD&O Department. This includes management of the Maximo System, file and printer server, information server, departmental web site, support of 200+workstations and 60+ printers, installation of new hardware and software as well as development of customized business programs.

  • Security Section. This Section is responsible for the management of an in-house and contracted security force, planning and evaluation of existing and future buildings and systems, as well as the planning, design, implementation, maintenance and operations of the County’s security systems including card access, CCTV and keying systems.

In-house and Contracted Security Force. This Section is responsible for the management of a 40+ person in-house security force providing services at key governmental buildings where customer interaction and consistency for security officers and building occupants are critical. This Section also is responsible for the administration of a contract through which over 4,000 hours per week of security officers are provided, including the support of the judicial program.

Security Planning, and Evaluation. This Section will meet with the users of new buildings during the space programming phase and develop a security program which identifies the program specific needs of the end user. The Section will then develop the minimum requirements for security (whether it be via personnel or systems) and taking into account the countywide security and access program for incorporation into the design of the facility. Perform security audits of existing facilities and make recommendations to increase overall security or address site or program specific issues.

Judicial Center Complex Security. This Group is responsible for the daily maintenance and repair of the highly sophisticated Judicial Center security system. At the heart of the system are four computers that interface with 38 programmable logic controllers and control 2,000 electronic devices comprised of panic alarms, cameras, monitors, controlled door locking mechanism, motion sensors, intercoms and card readers.

Countywide Card Access/CCTV Systems. This group is responsible for the planning, design, implementation, maintenance and operation of the countywide card access/CCTV system.

Key Control. This Group is responsible for the implementation of countywide key control whether it be via intelligent keys, proprietary keyways and specialized applications and facilities. Development of keying architecture and authorizing use and distribution of a certain level of key is this group’s responsibility although maintenance of locks and other locking hardware is not.

  • Access Section. This Section is responsible for managing and authorizing access to County facilities, including the operation of the County’s controlled parking facilities.

Parking. This Group is responsible for planning and operating the County’s controlled parking facilities which include over 3,000 spaces in garages and surface lots.

Access Evaluation &Control. This group is responsible for developing access standards and parameters, conducting and evaluating background pursuant to the County’s Background Check Ordinance, management of the database to support the countywide card access/CCTV system, and issuance and retrieval of access cards.
