Role of the Palm Beach County Public Art Committee

The eight members of the Palm Beach County Public Art Committee are appointed by the Board of County Commissioners. Their role is to:

  1. Advise the County Commission as to the overall policies regarding visual arts in the county.
  2. Set the direction and conduct the selection of all works of art - whether loaned, donated or acquired - for county property.
  3. Provide educational programming to expand the traditional understanding of the role of public art and the benefit of incorporating artwork into public work projects.

Public Art Committee


Brian Cheguis:
Planning/Design Professional - Alternate
Mr. Cheguis has worked as a professional Urban Planner/Site Designer with Cotleur & Hearing, Inc. since 2001. He has assisted public and private section clients through the entitlement process and with the development of a wide variety of residential, retail, office, mixed-use and industrial projects throughout South Florida. He has specialized in pedestrian network connectivity and analysis of the interaction of people and the static and mobile walking environments. He has assisted his clients with the coordination and siting of required public artwork within new developments. He is a member of the American Planning Association and past board member of Northwood Renaissance. Brian resides in West Palm Beach, Florida.
W. "Rod" Faulds:
Professional Non-profit Visual Art Administrator
Mr. Faulds has been the Director of University Galleries at the Dorothy F. Schmidt College of Arts and Letters, Florida Atlantic University since 1997. Previously, he served as the Associate Director of the Williams College Museum and as the Assistant Director for Operations and Programs at the Soloman R. Guggenheim Museum in New York City. Rod resides in Boynton Beach, FL.
F. Joan Goldberg:
Professional Non-profit Visual Art Administrator
Ms. Goldberg is the Cultural Affairs Advisor to the City of West Palm Beach and is President of Diversified Circle, Inc., a management consulting firm servicing the art world. From June 2000- 2004, she served as Program director for Palm Beach County's Public Art program. Joan is a Board member of the Palm Beach Photographic Center and the Arthur Marshall Foundation. She also serves on a number of committees including the marketing committee for the Norton Museum of Art, the adult programming committee of the Armory Art Center and the Delray Beach Public Art Task Force. Joan resides in Jupiter, FL.

Lucy M. F. Keshavarz:
County Citizen with Significant Art Background

Ms. Keshavarz is an artist and President of Art & Culture Group, Inc. For the past 8 years Ms. Keshavarz has worked as both an arts consultant and artist in the public art field. Prior to this, she worked with the Demetrius Klein Dance Company and managed the GardensArt program for the City of Palm Beach Gardens. She is a founding member and currently the President of Artists of Palm Beach County, an emerging coalition for artists of all disciplines, living and working in Palm Beach County. Ms Keshavarz also serves on the board of Keep Palm Beach County Beautiful. Lucy is a fifteenth generation Floridian. Lucy has lived in Palm Beach County since 1980 and currently resides in Palm Beach Gardens.

Jo Ellen Leisinger:
Landscape Architect

Ms. Leisinger is a Florida licensed Landscape Architect with a focus on the design of public open spaces. Since 1991 she has been the President/Owner of the Land Stewardship Company, located in West Palm Beach and providing landscape architectural, land planning and urban design services in South Florida. For the past 19 years she has served on the Board of Keep Palm Beach County Beautiful in many capacities; she is currently the Board President. Ms Leisinger is also an appointed member of the West Palm Beach Downtown Action Committee, a quasi-judicial Planning Board that for the Downtown Master Plan area. Jo Ellen resides in West Palm Beach.

Dorotha Lemeh:
County Citizen with Significant Art Background

Ms. Dorotha “Dori” Lemeh is an artist and an Assistant Professor of Visual Art at Florida Atlantic University’s Wilkes Honors College in Jupiter, FL where she teaches both studio art and visual art criticism. Dori has participated in over 80 exhibitions in 9 different countries. Her works appear in publications such as Gumbo Ya Ya: an Anthology of African American Women Artists by Dr. Leslie King-Hammond. After years of active membership in the College Art Association, Dori was elected to the CAA’s Committee on Women in the Arts. Dori resides in Jupiter, Fl.

William M. "Bill" Nix:
Palm Beach County Cultural Council

Mr. Nix is Vice President for Marketing and Governmental Affairs for the Palm Beach County Cultural Council. In that capacity he is responsible for planning and overseeing programs in marketing, public relations, cultural tourism and advocacy on behalf of the cultural industry in the county. Under Bill's leadership, Palm Beach County began a community based cultural development fund which, since 1999, has provided over two million dollars to expand multicultural organizations and programs that enhance children's arts education. Bill also hosts both radio and television programs on behalf of the arts and culture community of Palm Beach County. Bill resides in Delray Beach, FL.
Ignacio Reyes:
Planning/Design Professional
Ignacio Reyes, a native of Palm Beach County, has had an avid interest in the arts since childhood. A Principal and Project Executive at STH Architectural Group, a Leo A. Daly company, Mr. Reyes has 16 years of experience under his belt, ranging from architectural design, to development and coordination of construction documents. Throughout his career, Ignacio has developed productive working relationships with both public and private sector clients. He’s also been a featured speaker at the Florida’s Education & Facilities Planning Association (FEFPA) Conference and has addressed numerous school facilities departments on a variety of subjects including scale-up classroom and laboratory design. Mr. Reyes currently resides in Boynton Beach.
Ms. Kara Walker-Tomé:
County Citizen with Significant Art Background
Ms. Kara Walker-Tomé is a curator and program developer with over ten years of experience in non-profit arts. Kara has created, developed and administrated arts education programs for children, families, teens, artists and the public and has curated contemporary art exhibitions at several venues in Palm Beach County. She is the creator and curator of SHOWTEL the only independent, annual, alternative art event of its kind in the area, now in its fifth year. Kara is in the process of opening ArtSite, a gallery space to showcase emerging contemporary artists from the South Florida region. Kara resides in Lake Worth, Florida.
