FLORIDA CDBG DISASTER RECOVERY PROGRAM

Palm Beach County is eligible to receive up to $6,533,405 of Florida CDBG Disaster Recovery Initiative (DRI4) Program funding from the Florida Department of Community Affairs (DCA) for activities to recover from Tropical Storm Fay or mitigate against future storm events. While various local organizations are eligible to participate, Palm Beach County Housing and Community Development (HCD) has been designated by DCA as the local administering entity to coordinate the preparation of a consolidated countywide funding proposal.  In accordance with DCA requirements, the County sought input on the local community’s unmet needs remaining from Tropical Storm Fay via direct mailing to all local municipalities on September 18, 2009, and via public notice published September 20, 2009.  Shortly thereafter, on November 9, 2009, HCD published a DRI4 NOFA seeking local projects.  The County will include the following local projects in its DRI4 application to DCA:

Indian Creek Community Homeowner's Association-

Drainage project. Repair damages caused by Fay and upgrade the existing weir control structure, install an end wall, and install geo-tubes to connect two retention ponds and improve drainage capacity to mitigate future flooding. These improvements are part of a system that drains a 329 acre PUD. Applying for "Urgent Need" National Objective; does not meet L/M Area.

Palm Beach County Engineering Services

10th Avenue Drainage Improvements construction of a culvert, piping, and exfiltration trench extending from 10th northward to outfall at the L-10 Canal.  Will mitigate flooding in the area.

Town of Mangonia Park

Purchase emergency electrical generators (8) for municipal sanitary sewer pump stations and municipal potable water wells located throughout the Town.

West Palm Beach Housing Authority-

Demolish and reconstruct the cement walkways, asphalt roadway, and parking lots that run through the Southridge development. These surfaces was deteriorated by heavy rains and flooding resulting from Tropical Storm Fay

West Palm Beach Housing Authority

Reconstruction of on-site improvements: cement walkways, asphalt roadway and parking lots that run throughout the Colony Oaks development. Surface was deteriorated by heavy rains and flooding received as a result of Tropical Storm Fay.

Westgate Belvedere Homes Community Redevelopment Agency

Replace drainage Infrastructure system caused by Tropical Storm Fay. Install Sanitary Sewer alongside the storm water sewer to improve sanitary conditions for the residents.  This facility will install sanitary sewer for 600 households, about 2500 people. Priority 1

Haverhill Road drainage improvements--construction of exfiltration trench along Haverhill Road public ROW to mitigate against roadway flooding such as that caused by Fay.

Glen Ridge/Cloud Lake drainage improvements-- installation of drainage piping to connect the WPB Canal to a series of lakes and ponds extending easterly throughout the Towns to outfall at the Stub Canal. Will mitigate flooding in the Towns.

Mitchell Street drainage improvements-- installation of drainage infrastructure, including storm drain, paving, curb, and gutter along the public ROW of Mitchell Street. Will mitigate flooding in the Towns.

PBC HCD -- County Administered Multi-family Rental Assistance Program

The County has identified unmet hardening needs at several local public housing authority sites, and will fund one or more projects that will provide rehabilitation/hardening of affordable multi-family rental units.

There is a ten (10) day period for public comment following this publication.  All comments must be in writing and received by HCD at 100 Australian Avenue, Suite 500, West Palm Beach, FL 33406, no later than 5:00p.m., January 23, 2010. All comments received by the deadline will be forwarded to DCA.
