In January 1992, a CJIS Task Force Policy Component Agreement was entered into by the State Attorney, Chief Judge, Sheriff, Clerk of Court & Comptroller, and Public Defender and thereafter a Justice Information Systems Policy Board was created on March 6, 1995 by agreement between and among the Chief Judge, Public Defender, Sheriff, Clerk of Court, State Attorney and Board of County Commissioners for the purpose of active participation in the development and use of software for Criminal Justice Information System (CJIS) and Civil Information System (CIVIS) projects. This agreement was amended on March 1, 2000 to also include the Palm Beach County Bar Association, South Palm Beach County Bar Association and the Criminal Justice Commission.
On December 17, 1997, the Fifteenth Judicial Circuit's Administrative Order 11.033 was entered which formally establishes and organizes the Justice Systems Policy Board under authority of the Chief Judge. The purpose of this order is to ensure coordinated computer system acquisition, deployment and operation between all judicial officers. The order further states that the Project Manager shall chair the Management Committee and shall be responsible for development, implementation and integration of all projects. All vendor negotiations shall be coordinated through the Project Manager. The Management Committee shall be responsible for technical evaluation of all projects and shall make appropriate recommendations to the Justice Information Systems Policy Board.
The Justice Information System project is being implemented in a phase approach. The major phases are:

- Criminal Justice Information System (CJIS)
The major components of the Criminal Justice Information System are:
- Jail Management System
- Criminal Court Case Management System
- State Attorney and Public Defender System
