BCC Briefs

At the January 15, 2008 Board of County Commissioners meeting, the board took the following action:

Pets – approved on first reading and advertised for public hearing on Feb. 5, 2008 at 2:30 p.m. an ordinance encouraging sterilization of cats and dogs in Palm Beach County. Under the measure, all dog and cat owners must have their pets spayed or neutered or pay $75 for an “unaltered” tag. Animal breeders must obtain a permit (no charge if acquired within 90 days, $150 thereafter), would be limited to two litters of puppies and kittens per year, and must provide names, addresses and phone numbers of buyers.

Rock mining – directed staff to develop an enhanced permit review process to ensure that environmental impacts can be addressed before a conditional use is granted to mine in the Everglades Agricultural Area.

Lake Region Water Treatment Plant – directed staff to accelerate completion of a new water plant in the Glades area. The South Florida Water Management District has agreed to pay the $500,000 additional cost.

Osprey Oaks – approved an ordinance establishing a community development district to finance construction of infrastructure on 86 acres known as the Osprey Oaks residential development.

Lantana Farms Associates – approved a stipulated settlement agreement with the Department of Community Affairs to re-designate approximately 26 acres of land on Lantana Road west of State Road 7 from rural-residential to residential-low, and amending the boundary of the urban/suburban services tier to include two parcels immediately east of the Lantana Farms site to square off the boundary; also adopted a remedial comprehensive plan amendment.

Convention Center Artwork – approved an agreement with Barbara Grygutis Sculpture LLC in the amount of $611,500 for creation, fabrication and installation of a signature public lighting project known as “The Wave” outside the County Convention Center.

Historic Courthouse – approved a license agreement with the PBC Bar Association for the installation and operation of exhibits, both fixed and mobile, on the main floor of the ceremonial courtroom of the old 1916 County Courthouse.

Callery-Judge Grove – approved conveyance of a 13.1-acre civic site back to Callery-Judge Grove. The property was to be sold to the County for a fire station and a branch library, but due to budget constraints, Fire-Rescue and Libraries are pursuing alternate locations.

Annexation – approved an interlocal agreement with the Village of Palm Springs providing for the annexation of 10 unincorporated enclaves located on Springfield Lane and Hayden Drive north of 10th Ave. North and on Gulfstream Road and Rostan Lane south of 10th Ave. North.
