Since the beginning of Palm Beach County’s Small Business Enterprise program in 2003, the number of minority-owned businesses participating in the County’s procurement process has fallen below historic levels achieved with the County’s Minority/Women Business Enterprise (M/WBE) program.

The public’s responses to survey questions will help OSBA determine why local minority-owned businesses, particularly African-American and Hispanic-owned firms, are not taking advantage of the County’s procurement process.
The survey addresses general knowledge of the procurement process, the capability of firms available to enter into procurements, and how Palm Beach County government is perceived in the marketplace.
Subsequent plans are in place for a series of town hall meetings throughout the county to gather additional data.
