At the June 19, 2007 Board of County Commissioners meeting, the board took the following action:

Paper Ballots – postponed accepting a $5.1 million state grant to replace paperless electronic voting machines with optical scanners because, according to the Supervisor of Elections, the grant does not cover the full amount needed to implement the equipment change countywide.

Home Rule – agreed to a November 2008 ballot referendum that, pending legal review of the ballot language, would allow municipalities to opt out of countywide charter amendments.

Loxahatchee Groves – approved an interlocal agreement with the Town of Loxahatchee Groves to provide building plan review/permitting and inspection services. There is no cost to the County, and no additional staff will be needed. Permit fees will cover the cost of the services.

M Canal Bridge – postponed a budget transfer of $241,000 from reserves for improvements to a culvert bridge over the M Canal in The Acreage to give the County Engineer time to review the project with Indian Trail Improvement District officials.

Roads – discussed mid-year adjustments to the five-year road plan, such as pursuing more in-fill projects and school district partnerships to reduce construction costs.

Residential Land Purchase – agreed to pay $350,000 for a half-acre of land with a 1,814-square-foot home on it located on Seminole Blvd. next to Westgate Park. The 50-year-old home will be demolished and the land incorporated into the park, possibly for a replacement fire station.

Discount Prescriptions – approved a contract with the National Association of Counties (NACo) in partnership with Caremark PCS Health, LP to participate in the Managed Pharmacy Benefit Consumer Care Program. It offers an average discount of 20 percent on prescription drugs at 57,000 pharmacies nationwide. There is no cost to the County, NACo or citizens. Every county resident is eligible, and membership cards should be available in about two months.

Jail Expansion – approved the firms of Edwards Angell Palmer Dodge as bond counsel and Holland & Knight as disclosure counsel for the estimated $165 million public improvement revenue bonds for the jail expansion project and other government facilities.

FPL – approved a bulk water agreement to provide Florida Power & Light with up to 3.2 million gallons of potable water per day for its West County Energy Plant located at 20-Mile Bend. The agreement continues through 2014.

Beach Renourishment – approved an agreement with FDOT to share the costs associated with restoring sand dunes damaged by Subtropical Storm Andrea. FDOT is contributing $1.03 million.
