Managed Growth Tier System
Implementation
On August 19, 1999, the Board of County Commissioners adopted the
Managed Growth Tier System (MGTS) in the Comprehensive Plan. The
MGTS recognizes five regions, or tiers, of the County which contain
distinct characteristics and lifestyles:
- Urban/Suburban;
- Exurban;
- Rural;
- Agricultural Reserve; and,
- Glades.
A description of each tier is provided in Attachment A, Introduction to the
Future Land Use Element of the Comprehensive Plan.
The MGTS is described in the Future Land Use Element as well as the
Transportation, Conservation, and Utilities Elements of the Comprehensive
Plan. The MGTS also strengthens the County's growth management
policies and provides a stronger relationship between the Land Use,
Transportation, Economic, and Utilities Elements.
Substantial revision to the County's Unified Land Development Code,
which contains the County's land development regulations, is required to
implement the MGTS. The selected professional firm(s) will be
responsible for reviewing the adopted MGTS amendments to fully
determine the extent of the revisions.
The selected firm(s) will be responsible for: creating land development
regulations for new planned development districts, developing rural and
commercial design standards, evaluating existing planned development
districts, and revising other affected land development regulations such as
linked open space requirements and sign and landscape codes.
Additionally, the selected firm(s) will be required to graphically depict the
regulations and standards and revise/create definitions for consistency
with the MGTS. Graphic depictions shall consist of both illustrations and
pattern books. These regulations, standards, definitions and graphics will
be incorporated into the ULDC.
The consultant will also be expected to participate in workshops with
community groups, meetings with the Citizens Task Force and its
subcommittees, and workshops and adoption hearings with the Board of
County Commissioners. The Citizens Task Force is comprised of Board
appointed citizens and representatives of organizations involved or
concerned with land development.
The County is committed to quality development. The consultant will be
required to develop a point system or other means for evaluating and
approving new development.
The initial focus of the MGTS Implementation is on developing land
development regulations for the Urban/ Suburban, Exurban, and Rural
Tiers. The project consists of the following components: New Planned
Developments; Existing Planned Development; Exurban and Rural Design
Standards; Commercial Design Standards; and Other Development
Standards. Additionally, an Agricultural Reserve Tier component may be
negotiated at a future date following adoption of the Comprehensive Plan
policies.
