graphicConcurrency is a growth management tool mandated by Section 163 of the Florida Statutes - known as the "Growth Management Act". The purpose of concurrency is to ensure that the infrastructure required for a development is in place and reserved concurrent with the impact of that development on the public facilities. The concurrency review process involves review of a proposed development by the pertinent service providers to determine if services and infrastructures are adequate to serve that development. A Concurrency Reservation for a project is evidence that the services and infrastructure are in place and adequate.

The concurrency review process resulting in a Reservation is the same review process used for an Equivalency Determination and an Adequate Public Facility Determination. There are several other reviews performed or coordinated by the Concurrency Section including Potentially Buildable Lot Review, Legal Lot of Record Review, and Administrative Exemption Review.

Facilities and services currently* subject to the concurrency requirement in Palm Beach County are:

  • roads (traffic)

  • sanitary sewer

  • solid waste

  • stormwater management (drainage - legal positive outfall only)

  • potable water

  • parks and recreation

  • fire-rescue

  • mass transit

* In the future, schools will be added to the list of service providers.

The Concurrency Section of the Zoning Division serves as the coordinating center for the implementation of the Concurrency requirements as outlined in Article 11, Adequate Public Facility Standards, of the ULDC of Palm Beach County. We take in applications, distribute them for review by the applicable service providers, receive the responses back from the service providers, and then either approve or deny the applications based on these responses. Briefly, the review process for a Concurrency Reservation (which is the same as for an Equivalency Determination and an Adequate Public Facility Determination), involves the following steps:

  • application intake

  • application processing

  • distribution of provider forms

  • review by service providers

  • review results by concurrency

  • approval or denial

The process generally takes 5 weeks or more to complete.
