REVITALIZATION & REDEVELOPMENT OVERLAY

House Painting GraphicThe Revitalization and Redevelopment Overlay is scattered throughout the Urban/Suburban Tier. These are older communities and generally have household incomes lower than the County average. They are characterized by substandard roads and a lack of parks, centralized utilities, and social services that are tailored to the community's needs. There is also an overriding concern with crime.

A primary objective is to improve these communities through revitalization or redevelopment. The Tier System prioritizes these areas by encouraging the allocation of money to enhance public services, infrastructure, and economic development. The County established the Countywide Community Revitalization Team to coordinate multiple departments and organize citizen groups to implement revitalization efforts in a comprehensive and coordinated manner. Based on need, these efforts range from physical improvements to economic and social programs.

The Tier System also promotes infill development to make efficient use of land and services, and encourages creation of a model master plan to facilitate reinvestment.
