The Division of Motor Vehicles (DMV) may now withhold the registration of a motor vehicle when a lien holder notifies DMV of the owner's or co-owner’s failure to surrender a motor vehicle under a repossession order. A “Repossession Recovery Attempt Stop” is applied to all owners of the motor vehicle. To place a stop, the Lienholder must complete and sign form HSMV 86066, “Notice or Discharge of Repossession Recovery Attempt” and send it to the department at the address below:
