Disabled Parking Permits

Individuals with temporary or permanent disabilities and organizations that transport the disabled may apply for permits that allow parking in spaces designated for the disabled. A parking placard must be hung from the rear view mirror when a vehicle is parked in a space designated for disabled persons. The placard is transferable to any vehicle transporting the disabled person to whom the placard was issued.

The following is needed to obtain a Disabled Parking Permit:

A completed Application for Disabled Person Parking Permit HSMV 83039 must be signed by the applicant and his/her physician for the placard to be issued. Click here for an informational packet about disabled person parking permits.

  • Certification must be provided by a Physician, Osteopathic Physician, a Podiatric Physician, a Chiropractor, an Optometrist, an Advanced Registered Nurse Practitioner licensed under Chapter 464, under the protocol of a licensed Physician, a Physician Assistant licensed to practice under Chapter 458 or Chapter 459, or by a similarly licensed physician from another state. When certification is provided on form HSMV 83039 (revised 7/02 and later) the certifying authority's medical license number, the state they are licensed in with a copy of their license, and their address must be shown.

Types of and Fees for Disabled Parking Permits 

Four Year Permit
The four year parking permit (blue placard) expires on the disabled person's birthday four (4) years after it was issued. These permits may be renewed through the mail or by visiting an office. If renewing by mail, please send a self addressed, stamped envelope. There is no charge for a four year parking permit.
Temporary Permit
A person whose disability is temporary may qualify for a temporary parking permit (red placard) which may be issued for six months. The permit may be extended to a year without charge. The initial cost of a temporary parking permit is $15.00.

Wheelchair Symbol License Plate
A person who qualifies for a disabled parking permit can be issued a wheelchair symbol license plate in lieu of the disabled parking permit. Expires yearly on the first registered owner’s birthday. There are no additional costs added to the annual registration fee.

The following is needed to obtain a wheelchair symbol license plate:

  • A completed Application for Disabled Person Parking Permit HSMV 83039 or Application for International Wheelchair License Plate HSMV 83007 must be signed by the applicant and his/her physician for the license plate to be issued.
  • The applicant must have either a current Florida driver license or a Florida Identification Card issued by the Florida Division of Driver Licenses.
  • Proof of Florida Insurance.
