Vehicle Previously Titled Out-of-State Packet

Expedited Title Information Packet

The information in the following section applies to vehicles that were titled out-of-state and the following situation exists:

  • the vehicle owner moves to Florida, or
  • the vehicle titled out-of-state changes/transfers ownership to a resident of Florida.

The following documentation must be provided:

  1. The out-of-state title certificate must include seller's signature, the purchase price and the odometer reading at the time of sale.
  2. A completed Application for Certificate of Title HSMV 82040. Please note that many times, the following sections of this form are left blank, resulting in an application that can not be processed. Please make sure the following items are complete:
    • Section 1: The vehicle owner’s Florida driver license number. If the vehicle is to be titled in a business name, please include the Federal Employer Identification Number (FEID) and the 9-digit zip code of the business address.
    • Section 7: Sales tax information section.
    • Section 8: If the vehicle was titled out-of-state, a
      physical inspection of the vehicle identification
      number (VIN) by a law enforcement officer,
      licensed dealer, Florida notary public, Provost
      Marshall, DMV or tax collector employee is to be
      performed. The tax collector’s office can perform
      this inspection free of charge, weather permitting.

      Note: Vehicles from another country being titled
      in Florida must have the VIN verified by
      the DMV Regional office located at:

  3. A copy of one of the following proof of identification:
    • A Florida driver license or identification card w/ photo
    • An out-of-state driver license or identification card w/ photo.
    • A US passport.
    • A Canadian driver license, identification card or passport.
    • A driver license of identification card from any U.S. Territory.
    • An out-of-country passport.

  4. Proof of Florida insurance (a Florida insurance card, policy, or binder), or completed Florida Insurance Affidavit HSMV 83330.

  5. Bill of Sale. Evidence that the sales tax on the vehicle has been paid is necessary.
    • Florida Sales Tax of 6.0% is collected on the sale price. (Sale price is the total price paid for the vehicle, less the value of the trade-in) When the vehicle is registered to a Palm Beach County address the first $5000.00 of the sale price is subject to an additional ½% discretionary sales surtax.
    • The registrant's County of residence determines whether an additional local discretionary sales surtax is collected. For additional information view the Department of Revenue’s Discretionary Sales Surtax Information.
  6. If you are transferring a valid Florida license plate, a copy of the current Florida Registration Certificate and Disposal Affidavit PBCTC 138 confirming disposal of the previous vehicle.

Title and Registration Fees
Title and registration fees are determined by several factors (type of plate purchased, vehicle weight, length of registration period, etc.). You may complete your title transaction at any Tax Collector's office. The new Certificate of Title will be created in Tallahassee and returned to you in 2 to 6 weeks.

Expedited Title Service
For an extra cost, Expedited Title service is available at our permanent branch offices. If all documentation is correct (see the complete list of necessary documentation above), a Certificate of Title is produced in the office and is available upon conclusion of the transaction. If the requester of the title is not the owner of the vehicle, the requester must have Power of Attorney or an Authorization Affidavit from the vehicle owner.
