PALM BEACH COUNTY CONVENTION AND VISITORS BUREAU

COOPERATIVE ADVERTISING/PROMOTION SPECIFICATIONS  

OBJECTIVE:

To provide a means for the receipt of funds by companies/ organizations to be used to advertise or promote, outside of Palm Beach County, an event or activity which will generate tourism in Palm Beach County and encourage overnight accommodations in county hotel/motels through the promotion of travel packages and utilization of a local 800# based in a local booking agency.  Hotel involvement is necessary to encourage overnight visitors to Palm Beach County.  Funds are awarded on a project by project basis.  Companies/organizations who have been awarded money must reapply on an annual basis.

GUIDELINES:  

Companies/organizations must submit a proposal to Palm Beach County's Convention and Visitors Bureau

9 Advertising Committee 30 days prior to scheduled meeting date and a minimum of 90 days prior to the event/project, to the attention of Warren E. "Mac" McLaughlin, President, Palm Beach County Convention and Visitors Bureau, 1555 Palm Beach Lakes Blvd., Suite 204, W. Palm Beach, FL   33401.

Advertising Committee meeting dates are scheduled two days prior to Discover's Board of Directors meetings which are held six times a year (February, April, June, August, October and December). 

The Advertising Committee of Palm Beach County Convention and Visitors Bureau will evaluate each request for funding and make recommendations to the Board of Discover Palm Beach County for approval.  Recommendations will then be evaluated by the Tourist Development Council.  If approved, the request will be submitted to the Board of County Commissioners for consideration and final approval.

The amount of any funding request shall not exceed the amount which the company/organization seeking the funds shall spend on advertising and/or promotional materials from its own resources.  Funding will be on a one dollar to one dollar basis.

Companies/organizations must also provide information on funds received or previously applied for from other TDC organizations.  

Funds provided may be used only for advertising in newspapers, magazines, radio, television, direct mail and the creation of  promotional materials such as posters, brochures, videos or other forms of support collateral materials designed to promote the event or activity which will generate tourism to Palm Beach County.

The grantee will become a contractual party with Palm Beach County and will be paid directly by the Palm Beach County Finance office upon submission of tear sheets of all ads, original paid invoices and copies (front and back) of cancelled checks paying same.  50% of any invoice will be paid at any one time.  (The balance of each invoice submitted will be paid by the company/organization before any further approved funds are advanced.)

When advertising or promotional materials are developed and placed by Palm Beach County's advertising agency or record, companies/ organizations that have been approved for the receipt of funds, must deposit with Discover Palm Beach County, 50% of the cost of the advertising, advertising production or promotion before production can take place.

Events or activities and their corresponding advertising or promotion may take place any time during the year, but April through December should be the major focus.

After the joint promotion program has been approved by all boards noted, minor change approvals will be reviewed and approved by the President of Discover Palm Beach County, Inc.  Major changes will be reviewed by the Executive Director of the TDC.

Print ads and materials must carry the logo "Palm Beach County, The Best of Everything" - "A Tourist Development Council Funded Project".  The logo must be a minimum of three inches (3") in size and will be provided by the Palm Beach County Convention and Visitors Bureau.  Radio and TV ads will carry the same note as part of the audio.

REQUIREMENTS:

Please submit the following with your completed application form:

    COMPLETE MARKETING PLAN/MEDIA SCHEDULE (including vehicle, number of insertions, insertion dates, cost per insertion and total cost per vehicle) for use of cooperative advertising in the following categories:

                         * TELEVISION

                         * NEWSPAPER

                         * MAGAZINE

                         * DIRECT MAIL

                         * OTHER

A Certificate of Insurance may be required with Palm Beach County named as additional insured.

NOTE:  APPLICATIONS WILL NOT BE ACCEPTED UNLESS ALL CRITERIA AND REQUIREMENTS ARE MET.
