The Visual Planning Technologies (VPT) Project was recognized by the Florida CJJIS Council's Law Enforcement Connectivity Workgroup as an acceptable approach to regional domestic task force data sharing. They have named their project to integrate the seven regions: Florida Law Enforcement Exchange (FLEX). FDLE is responsible for distributing funding for data sharing initiatives in the seven regions. VPT staff are working with the state FLEX staff and our Miami Region to apply for Homeland Security funding for Palm Beach County. Now that the VPT Pilot Project is near completion, the funding will be used to begin the second phase of implementation.

Palm Beach County's Law Enforcement Planning Council (LEPC) voted to restructure the VPT Management Structure at the February, 2006 meeting. This was done to more efficiently manage the project while expanding implementation beyond the pilot. The Homeland Security funding opportunity will come with grant deadlines, and therefore, the ability to make quick decisions will be necessary. The LEPC recommended the approval of the following:

  1. Sunset existing VPT committees and subcommittees
  2. Form a new three-seat Executive Committee consisting of:
    1. Sheriff or his designee
    2. ISS Director of his designee
    3. Representative appoint by LEPC
  3. Authorize the Executive Committee to appoint an agency as fiscal agent for the project

This recommendation was subsequently approved by the Criminal Justice Commission. At the request of the Executive Committee, the Palm Beach Sheriff's Office has submitted a request for the Homeland Security funding to the Broward Sheriff's Office as the Region's funding representative. The application being developed is called LEX (Law Enforcement eXchange).
Upon obtaining this funding, it will be used to:

  1. Move from a "pilot, proof of concept " to a more robust "production" environment
  2. Add agencies to the enterprise system
  3. Integrate our data sharing initiative with our region and the statewide system

This enterprise foundation will provide tremendous access for law enforcement to many different data sources via a single sign-on. Crime Mapping Services

Centralized crime mapping services are currently being provided for law enforcement agencies that require assistance by a GIS Support Specialist via a CJC funding source. On a monthly basis, released offender data from the Florida Department of Corrections is being converted into a geographic format for mapping purposes. Crime mapping services are available and being provided to agencies analyzing robberies, car thefts, locations of sexual predators, etc. For more information regarding these services, please contact Brian Rock in the ISS Department at 355-6610 or via email at brock@pbcgov.org
